TECHNICAL PROVISIONS OF SPECIFICATIONS
Project No. FBNV 230012
Contractor is to furnish all labor, equipment, materials, incidentals necessary deliver a fully functional system in connection with the Install Lightning Protection System, project at Building 5415 at Davis-Monthan AFB, Arizona, in strict accordance with these specifications. The Contractor is responsible for adding, updating and completing all applicable project Specifications, Design Requirements, and Plans.

SECTION 01010 – SUMMARY OF WORK
NOTE: The Davis-Monthan Air Force Base Design Compatibility Guideline requirements and those defined in the following section may directly affect the Contractor’s overhead for completing the scope of work.
Failure on the part of the Contractor to adequately review this section and identify/clarify any requirements herein will not constitute justification of Contractor claims for additional design and/or construction costs.
1. SUMMARY OF WORK
1.1 Work Included in this Contract: The following descriptions are for general reference only and shall not be construed as a complete list of all operations to be performed.
1.1.1. This request for proposal (RFP) requires the field investigation, design, plans, specifications, installation, and testing of the Lightning Protection System with Fall Protection. The work to be performed shall include all electrical survey, material, labor, infrastructure and incidentals necessary to have and complete a functional system to serve the building 5415 at 5415 Mike Flores Street on Davis-Monthan AFB, AZ.
1.1.2. The Period of Performance for the entire project is expected not to exceed 298 calendar days. All days listed will be calendar days and include all Contractor actions such as Project Investigation, Design
Review Submittals, Government/Designer review periods, Design Review meetings, Final Contract
Documents Submittal, etc.
1.1.3. Duty Hours are 0700-1600 or as arranged by written request to the Project Manager and building
5415 facility User. The area is not gated and is not restricted access only, the contractor does not need to be escorted daily by the CES Construction Manager or the building 5415 Facility Manager. The building user operates the building 24 hours a day 5 days a week (no work on week ends).
1.1.4. The Contractor shall refer to Section 01011, Design Requirements, for specific guidance pertaining to the design and construction of the required project elements.
1.2 Salvage and Disposal: All salvageable and non-salvageable material obtained by removal of existing material shall be considered as having been included as a factor in the Contractor's bid price.
a. Salvageable material obtained from existing construction may be reused only if so, stated elsewhere in the Contract Documents, and then only when the material is approved for reuse by the Contracting Officer.
b. Salvageable material shall remain the property of the Government only when specifically called out in the Contract Documents.
c. Salvageable material not reused or otherwise designated to remain the property of the Government shall become the property of the Contractor and shall be removed and disposed of off base in accordance with the environmental controls specified in this Section.
d. Non-salvageable material: Remove all non-salvageable material from the project site and dispose of it off base, in accordance with the environmental controls specified in this Section.
1.3 Base Outages and Digging Permits (AF Form 103, BCE Work Clearance Request):
a. Utility Outages: Accomplish all work required in connection with utility outages on weekends or off-duty hours, or as directed by the Contracting Officer. The Contractor shall be responsible for all work associated with the utility outages. Notify the Contracting Officer in writing 21 days prior to the desired date for the utility outage.
b. Road Closures: If road closures are needed during the construction of any portion of the project, a traffic control plan shall be generated by the Contractor and submitted for approval by the Contracting
Officer. Notify the Contracting Officer in writing 21 days prior to the desired date for closure.
c. The Contractor is responsible for and shall process all digging permits and bluestake requirements through the 355 CES Project Manager (PM). The Contractor shall allow for approximately 21 calendar days for the construction areas to be properly marked. The Contractor is also responsible for contacting Arizona

Blue Stake and independently marking and potholing for security camera conduit/wiring around the base;
and vacuum and oxygen medical lines around the 355 Medical Group. Although the 355 CES Drawing
Vault has drawings for security camera conduit/wiring and medical lines, it is not responsible for the bluestaking or actual location of these utilities. The Contractor must mark all areas that he wishes to have the Government bluestake with white paint PRIOR to the submission of the AF Form 103; and shall include a site drawing of the area to be bluestaked with the submission. Once a construction site has been marked for utility locations by the Government, it is the Contractor’s responsibility to maintain the markings with stakes or whiskers.
1.4 Submittal Procedures:
a. Schedule of Material Submittals (AF Form 66): An AF Form 66, listing the items of equipment and materials for which submittals are required by the specifications, shall be generated during the design by the Contractor for the Government’s approval. A draft of the base standard AF Form 66 will be provided by the Government for the Contractor’s use. The approved submittal register will become the scheduling document for material submittals and will be used to manage submittals by all parties throughout the life of the contract. During construction, it may be discovered that this list was not all inclusive and that additional submittals may be required from and shall be submitted by the Contractor, as directed by the Contracting Officer. See Section 01011, Design Requirements, paragraph 2.10, Schedule of Material Submittals, for more information pertaining to the AF Form 66.
b. TRANSMITTAL FORM (AF FORM 3000):
1. The AF Form 3000 shall be used to transmit submittal items for Government review and approval in accordance with the instructions on the reverse side of the form. These forms will be furnished to the Contractor. This form shall be properly completed by filling out the heading blanks and identifying each item submitted. Special care shall be exercised to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the information submitted for each item(s).
2. The Contractor shall provide the submittal items in the number of copies as specified on the AF Form 66 and one original of the completed AF Form 3000 to the Contracting Officer no later than the required submission date specified on the AF Form 66 or 10 calendar days from the Notice to Proceed, whichever is later.
3. Identify each submittal by project, Contractor, drawing or detail number, and specification section number, as appropriate. Mark submittals to show the specific item(s) that will be furnished. Include intended use of the submittal and any other pertinent information necessary for a complete evaluation. If the Contractor provides a submittal which shows variations from the contract documents, the Contractor shall completely describe such variations in writing clearly and separately from any other portion of the submittal. Highlighting or marking in any manner the proposed variations is not sufficient to comply with this requirement. This requirement applies irrespective of the provisions of any specification which follow this section, and which may be particular to specific item(s).
c. Submit to the Contracting Officer complete information applicable to the item(s) of equipment and materials called for by the Contract Documents, for approval, prior to installing the relevant item(s) of equipment and material. If unapproved item(s) of equipment or material are installed, the Contracting Officer, at his sole discretion and option, may reject the installed equipment and material. If rejected, the Contracting Officer may then pursue, again in his sole discretion and option, remedies including but not limited to the removal and reinstallation of approved item(s) of equipment or material at the Contractor’s expense, extended warranties, and other remedies as may be deemed appropriate and applicable to that portion of the construction.
d. Submittals covering component items forming a system or items that are interrelated shall be scheduled to be coordinated and submitted concurrently. Certifications to be submitted with the pertinent drawings shall be so scheduled.
e. Adequate time (a minimum of 21 calendar days) shall be allowed and shown on the register for distribution, review and approval by both or either the Project Inspector and Contracting Officer.

1.5 Quality Control:
a. Provide quality control over the entire project including but not limited to the items of equipment and materials intended for installation, necessary coordination and services to facilitate the performance of the work, site conditions, and the workmanship of the Contractor personnel and any subcontractors.
b. The Contractor shall become familiar with all the details of the work depicted in the Contract Documents and shall verify all field conditions related to the construction prior to commencement of the work. If conditions are discovered by the Contractor prior to commencement of the work which conflict with the Contract Documents, and which will substantially affect the construction as designed and depicted in the Contract Documents, identify and explain the condition(s) in writing to the Contracting Officer within 48 hours of discovery of the condition(s); and request clarification from the Contracting Officer before commencing work.
c. If site conditions are discovered by the Contractor during the construction which conflict with the Contract Documents, and which affect either a portion of the current construction, or which will substantially affect the construction as designed and depicted in the Contract Documents, identify and explain the condition(s) in writing to the Contracting Officer within 48 hours of discovery of the condition(s); and request clarification from the Contracting Officer before proceeding. All such requests for information shall completely address aspects of the condition, including but not limited to, engineering judgments and engineered solutions, possible costs or deductions, and time extensions.
d. If site conditions or defects are discovered during the construction, by the Contracting Officer or the Contracting Officer’s designated representative, which are the result of the Contractor’s inadequate quality control or substandard workmanship, whether by the Contractor or a subcontractor, which conflict with the Contract Documents, and which affect either a portion of the current construction, or which will substantially affect the construction as designed and depicted in the Contract Documents, the Contracting Officer may direct the Contractor to identify and explain the condition(s) or defect(s) in writing to the Contracting Officer within 48 hours of discovery of the condition(s). In all such instances, the Contractor shall present no less than three viable options to correct the condition or defect, completely addressing aspects of the condition, including but not limited to, engineering judgments and engineered solutions, possible costs or deductions, and time extensions. The Contracting Officer will then review and approve an option for use by the Contractor. The Contractor shall not proceed with the work until receiving the written permission from the Contracting Officer.
e. The Contractor shall comply fully with manufacturer's instructions, including each step in sequence.
If such instructions conflict with the Contract Documents, identify and explain the conflict in writing to the Contracting Officer within 48 hours of discovery of the conflict; and request clarification from the Contracting Officer before proceeding.
f. Testing: The Contractor shall provide samples and test results as required by the contract documents. The Contractor, as part of the bid price, shall have a government-approved, independent, commercial, testing laboratory perform all sampling and testing as called for in the contract specifications.
Test reports shall be properly sealed by an independent professional engineer.
g. Cleanup: The Contractor shall keep the work area and surrounding surfaces clean and orderly.
Remove any contractor-caused residue, dirt, or markings immediately upon completion of the work involved. Clean site daily.
h. Exterior surfaces including but not limited to Portland cement concrete, asphalt pavements, and gravel and interior surfaces including but not limited to carpet, tile, ceiling tiles, and gypsum board damaged by construction work or the Contractor’s operations, shall be replaced with materials consistent in quality and workmanship to match existing.
i. It is the Contractor’s responsibility to maintain any and all quality control records and have them available to the Government at all times.

j. Record drawings shall be kept at the job site at all times and shall be made available upon request by either or both the Project Inspector or the Contracting Officer. The record drawings shall be marked up on a daily basis to show actual “as-built” construction and conditions.
1.6 Experience Requirement:
a. The Contractor must have in the past been engaged in Lighting Protection System work of this type for a minimum of five (5) years. To complete a project of this nature during the short contract period, it is essential that the contractor firm have the necessary background, supervision, and qualified personnel.
Contractors must be prepared to submit notarized affidavits (upon request) from Government agencies attesting to satisfactory performance of work of at least five (5) projects of this nature during the previous five (5) year period and to the qualifications both in terms of expertise and having proper and adequate equipment to accomplish the work. The affidavits will be reviewed for approval or disapproval. The notarized affidavits will be submitted within 3 calendar days after requested. If the Contractor has previously submitted the required certification to the Contracting Officer under a previous contract requiring the same certification, re-submission is not required.
2. CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS
2.1 Traffic Regulation:
a. Barriers: Contractor shall furnish all signs, barricades, and flagmen required to control traffic in the construction area.
1. All signs and barricades shall be in accordance with ANSI D6.1, Manual of Uniform Traffic Control Devices.
2. Minimize interference with the flow of traffic. At no time may access to any facility be prevented.
3. In the event that any portion of the haul route for this project crosses an active aircraft taxiway, the contractor will establish a passageway for his vehicles across such area using lighted barricades spaced at approximately 25’ apart each side of the passageway. The width of this passageway will be kept to the minimum necessary. An opening will be left for the crossing aircraft. A person with a broom will be kept at this aircraft crossing at all times when material is being hauled or the potential for spilled debris exists. This person will be required to clean up spilled debris as soon as practicable.
b. Haul routes: As designated on the drawings.
1. Immediately clean up any material spilled along the haul route. This shall include clean-up of mud tracked on the road by contractor equipment.
2. For any spill of hazardous material on base, immediately notify the base fire department at 520- 228-3333. The Contractor is responsible for all costs incurred by the Government in responding to or cleaning up any such spill.
c. Access: Contractor shall maintain access to the base work site at all times. The Contractor is to perform his work with a minimum of interference to the flow of traffic.
2.2 Safety:
a. Comply with the Corps of Engineers Manual on General Safety Requirements, EM 385-1-1;
Occupational Safety and Health Act (OSHA), Public Law 91-596; and AFI 91-301, Air Force Occupational Safety, Fire Prevention, and Health (AFOSH) Program.
b. Work site is considered a high noise area and industrial work area. Use of hearing and eye protection is required.
c. Use of flammable adhesives or other similar flammable materials will be in strict accordance with manufacturer's instructions and the Contractor shall take all necessary safety and fire prevention steps to supervise and assure safe execution of work on the contract. This paragraph is applicable to adhesive materials or any other material involving flammable characteristics.

2.3 Blasting: No blasting will be permitted.
2.4 Grade Control: Grade site to drain to protect site from puddling or running water, or accumulation of standing water in excavations. The Contractor shall provide all surveying required to establish and maintain line and grade stakes necessary to complete the construction.
2.5 Environmental Control:
a. The contractor shall be required to meet or exceed the requirements and compliances of the 355 CES/CEAN, Civilian Contractor Environmental Guide dated 15 Aug 2006.
b. Obtain permits from the Pima County Department of Environmental Quality, Air Quality Division, for installation of new equipment or use of contractor equipment which generate air pollution, for earth-moving activities related to new construction, and for asbestos removal or demolition. See Attachment 1 for the current, applicable Activity Permit Fees Schedule. These permits shall be included as a submittal on the AF Form 66, Schedule of Material Submittals. Submit copies of permits to the Contracting Officer prior to beginning construction. All permit costs shall be considered as having been included as a factor in the Contractor's bid price.
c. For projects involving asbestos abatement, complete standard "Notification of Demolition or Renovation" forms and submit to PCDEQ and other required agencies. These forms shall be included as a submittal on the AF Form 66, Schedule of Material Submittals. Submit copies of forms to the Contracting Officer prior to beginning construction.
d. Contractor shall comply with State of Arizona Storm Water Pollution Prevention Plan requirements and submit an approved SWPPP to the Contracting Officer for all work that meets minimum disturbance requirements as set forth by the Arizona Department of Environmental Quality (ADEQ). Treat areas subject to dust-producing activities with liquid palliatives which will not harm regrowth of vegetation, or other such method of dust control which complies with PCAQCD regulations.
e. No open burning of trash, brush, or refuse will be permitted.
f. The Contractor shall segregate hazardous or regulated materials, and non-hazardous or non-regulated materials during demolition; and handle, transport, store, and dispose of these hazardous and non-hazardous materials in accordance with applicable federal, state, and local laws, ordinances, or other rulings having the effect of law, including but not limited to the items listed below. In addition, the Contractor shall obtain proper disposal manifests for both hazardous and regulated materials, and for non-hazardous or non-regulated materials, and submit these manifests to the Contracting Officer. These manifests shall be included as a submittal on the AF Form 66, Schedule of Material Submittals. Submit original manifest-with original signature of the Contractor’s superintendent or authorized representative attesting to the validity of the manifest-to the Contracting Officer within 3 working days of disposal. All handling, transporting, and disposal costs shall be considered as having been included as a factor in the Contractor's bid price. Any questions regarding proper handling or disposal of hazardous or non-hazardous materials may be directed through the Contracting Officer to the Environmental Quality Flight at 228-4829.

g. Provide the Contracting Officer with a chemical inventory and an estimated quantity to be used, prior to bringing hazardous materials on the base. A copy of same shall be provided to and maintained by Bioenvironmental Engineering. An additional copy of the chemical inventory and appropriate MSDS’s shall be provided to 355 CES/CEVC. These requirements shall be included as a submittal on the AF Form 66, Schedule of Material Submittals.
h. All radioactive material or equipment using radioactive material must be approved for use prior to bringing it on the base. The written request for approval, along with a copy of the permit for the source and a brief description of the intended activities, shall be submitted to the base Bio-Environmental Engineering Flight through the Contracting Officer 30 calendar days prior to the Contractor’s use. No work involving radioactive materials may proceed until receipt of the approved request. This requirement shall be included as a submittal on the AF Form 66, Schedule of Material Submittals.
i. Any items containing radioactive material, especially radio luminescent exit signs, discovered while performing maintenance, repair, alteration or renovation activities, shall be turned in by the Contractor through the Contracting Officer to 355 CES/CEO for proper disposal.
j. The Contractor will be held responsible for complying with all federal, state, and local environmental regulations included as part of the processes in performing the work included in this project.
k. Lead in liquid paints or coatings shall be restricted to no more than 0.06 per cent lead by weight of the non-volatile solids for use in or on all base facilities [Part 35 of 24 CFR].
2.6 Security:
a. For entry to the base, provide to the Contracting Officer, an entry authorization request letter for each individual requiring access to the project, at least 10 calendar days prior to beginning work. A copy of the format of this letter may be obtained from the Contracting officer on or before the pre-performance conference. Valid identification with a photograph together with the base pass will be required for all individuals when entering the base.
b. All DMAFB passes issued must be returned to the Contracting Officer upon termination of the employee or completion of the project, whichever is sooner.
c. This project is located in CAOC (619), a controlled area, and strict entry control is maintained.
1. To gain access to CAOC, at least 10 calendar days prior to beginning work, all Contractor personnel must be listed on an entry access letter (EAL) submitted to the CAOC Security Forces Office.
This list shall include the full name and social security number of the individual and the dates access will be required, company represented and phone number of Project Manager. The individuals will be added to the EAL list with CAOC Security Forces Office. Access to secure rooms will require at least 14 day notice submitted to the CAOC Facility Manager and CAOC Security Forces Office.
2. No daily visitor passes are available. CAOC Facility Manager is the only one authorized to escort. All personnel working for a contractor must have a prearranged EAL request submitted to be added to the authorized EAL.
3. All passes issued must be returned to the CAOC Security Forces Offices upon termination of the employee or completion of the project, whichever is sooner.
2.7 Project Progress Photographs: Project Progress Photos are only allowed and required if required by the Contracting Office and Facility User. Do not post any Photographs of the work in any multimedia system or social networks. Not allowed in most facilities, get permission from users prior to attempting.
2.8 Fenced Storage Yard: The Contractor shall install and maintain a temporary, fenced storage yard in a location designated by the Contracting Officer and the Facility User. The temporary fencing shall be of sufficient strength and height to minimize and restrict entry by unauthorized personnel. The temporary fencing shall be provided with visual screening for the full height and length, using tan-colored screening or a similar color selected and approved by the Contracting Officer. The temporary fencing and screening shall remain in place and be maintained for the life of this contract.
2.9 Material Handling and Storage:

a. Handle, store, and protect all products in accordance with manufacturer's instructions.
b. At the end of each workday, park and store all equipment and materials in the location designated by the Contracting Officer.
3. PROJECT CLOSE-OUT
3.1 Pre-Inspection Final Cleaning:
a. Clean all surfaces exposed to view.
b. Polish transparent and glossy surfaces.
c. Clean equipment and fixtures.
d. Clean debris from roofs, gutters, drainage systems, and site.
e. Remove temporary labels.
f. Properly dispose of all hazardous and non-hazardous materials off base in accordance with the environmental controls specified in this Section.
3.2 Record Disks, Documents, and Disks:
3.2.1. Provide design and construction deliverables as defined in the Design Compatibility Guidelines and in this Section the following paragraphs.
3.2.2. Prior to the Contracting Officer's final acceptance of and final payment for the completed project, submit for approval the record as-built drawings, disks, documents, and shop drawings as required in the following paragraphs, no later than 30 calendar days after the Final Inspection. These requirements shall be included as submittals on the AF Form 66, Schedule of Material Submittals.
a. Record As-built Drawings. Standard drafting practices shall be used to represent changes and shall include supplemental notes, legends, details and dimensions as required to show actual "as-built" construction. Submit to the Contracting Officer one full-size and one half-size sets of high-quality bond drawings, clearly and legibly marked “AS-BUILT DRAWINGS” in large print at the bottom right corner of each drawing sheet above the title block.
b. Record Disks. The Contractor shall submit two disks containing the following:
1. AutoCAD (dwg's) and Adobe Acrobat (pdf's) of the as-built drawings.
2. Scanned pdfs of the Operation and Maintenance (O&M) Manuals. (See also subparagraph 3.2.2.d below.)
3. Warranties and/or Guarantee Items in both Microsoft Word and pdf formats. (See also subparagraph 3.2.2.c.3 below.)
4. Scanned pdfs of the Government-approved, final version of the completed project AF Form 66, Schedule of Material Submittals, and all associated project submittals, including but not limited to, the AF Form 3000, Material Approval Submittal and the associated submittal(s) and resubmittal(s) and review(s) by the Government.
5. Scanned pdfs of the Government-reviewed and Contracting Officer-signed AF Form 3064, Contract Progress Schedule, and AF Forms 3065, Contract Progress Report.
c. Record Documents. Fourteen calendar days prior to the final inspection, complete the following record documents and submit to the Contracting Officer.
1. Contract Warranty and/or Guarantee Items.
2. DD Form 1354 Checklist.

3. DD Form 1354 – TRANSFER AND ACCEPTANCE OF DoD Real Property.
d. Record Shop Drawings (If applicable). Record shop drawings shall be signed by the Contractor.
Mark shop drawings to show the specific items that were furnished and to show actual as-built conditions; and submit to the Contracting Officer.
e. Operation and Maintenance Manuals. Submit operation and maintenance manuals for each major building system or item of equipment as per the contract specifications, including but not limited to all mechanical and electrical systems and equipment:

SECTION 01011 - DESIGN REQUIREMENTS
1. PROJECT DESCRIPTION.
1.1. General. This request for proposal (RFP) includes the site survey/field investigations, assessment, design, installation, and testing of Lightning Protection Systems (LPS) for building 5415 with Roof Fall Protection. The work to be performed shall include all material, labor, equipment, and 3rd parting testing necessary to have a complete and functional LPS with Fall Protection to protect building 5415 at 5415 Mike Flores Street on Davis-Monthan AFB, AZ. See paragraph 1.6 for specific project design and construction requirements.
Proposal Requirements:
The Period of Performance for the entire project is estimated not exceed 298 calendar days. All days listed will be calendar days and include all Contractor actions such as Project Investigation, Design Review Submittals, Government/Designer review periods, Design Review meetings, Final Contract Documents Submittal, Installations, and testing.
1.2. Location. The project site is located at Building 5415 at 5415 Mike Flores Street on Davis-Monthan Air Force Base (Tucson), Arizona. See Figure 1.2 for the general site locations.

1.3. Project Programming. Government programming requirements, classification of work, project approval levels, and funding appropriation have defined the requirement for execution of this project. The Contractor shall work the project as a whole. The Contractor shall maintain documentation to include, but not limited to, progress reports, requests for payment, change orders, modifications, and any other contractual (cost) documents for each project’s scope of the total project. All design and engineering costs shall be incorporated into this project.
1.4. Codes, Standards, and References.
1.4.1. The Davis-Monthan Air Force Base Design Compatibility Guidelines (DCG) are incorporated by reference into the contract specifications. All provisions of the base DCG shall be complied with unless specifically deleted by the project documents.
1.4.2. Equipment, materials, assemblies, spare parts, meters, monitors, controls, and any other articles of construction that are required to communicate with, connect to, operate with, or supplement existing base systems shall be 100% compatible in installation, configuration (including software), maintenance, repair, and operation or the item will not be considered equal and will be disapproved by the Government.
1.4.3. Brand Name References: Not Used.
1.5. Design and Construction Schedule.
1.5.1. The Contractor shall provide as part of their proposal a preliminary design and construction completion schedule for the Government’s review and approval. The Contractor shall provide the number of days estimated to complete each milestone event as shown. The Government will evaluate the contractor proposed days based on the best interests of the project execution and the Government’s requirements. All days listed below are calendar days and include all Contractor actions such as design, construction, travel, mobilization, drawing and construction material submittal periods, etc. Contractor shall prepare an AF Form 66, Schedule of Material Submittals; and prepare material submittals and cutsheets to be submitted with the first design submittal in order to allow the Government to review/approve major construction materials and, with the Government’s approval, order construction material.
Contractor shall not begin construction activities until directed to do so by the Contracting Officer, based on approval of acceptable project design submittal.
1.5.2. Following contract award, the Contractor shall finalize their proposed design and construction completion schedule. The Contractor shall prepare the schedule using the AF Form 3064, Contract Progress Schedule. The Contractor shall submit for government review and approval the AF Form 3064 no later than ten (10) calendar days following issuance of the Notice to Proceed.
1.6. Project Specific Design and Construction Requirements.
1.6.1. The Contractor shall incorporate as part of their design and include in the construction the following requirements in accordance with all regulations, requirements, and standards identified in this RFP. The following requirements provide more detail than the generic descriptions provided in Section 1.1 of this RFP; and are the minimum requirements that ultimately satisfy the User’s needs and wants. The Contractor shall provide a complete and usable facility based around the User’s needs and wants and constructed in accordance and in compliance with commercial and industry standards.
1.6.2. General Requirements.
1.6.2.1. The construction site is in a (controlled / restricted) area and will require the Contractor and subcontractors to have the requisite badging and identification to access this project site. The Contractor shall consider in the contract documents (e.g., the construction cost estimate) the reasonable costs and effects of daily, short delays in accessing the project site, as required by the restrictive access requirements or by local alert conditions.
1.6.2.2. The Contractor shall provide design plans and specifications at the 35%, 65%, 95% (Design suitable for construction) milestone levels. The design shall be based on the information provided in the Task Order RFP, any government sponsored project site visits, and additional information as shall be provided by the Government. The necessary deliverables are limited to updating/creating new panel schedules, load calculations, electrical reports, drawings, and specifications related to the project’s Lightning Protection System. Each design milestone level shall meet the associated design submittal requirements as stated in Part 2, Design Submittal Requirements, of this section.

1.6.2.3. The Government may not have a complete set of As-built plans for each building but will provide any available as-built drawings as requested by the Contractor. See Section 2.5.1.
1.6.2.4. All construction work shall be accomplished between the hours of 0700 – 1600 unless otherwise agreed to in writing by the Facility User or Contracting Officer. Contractor shall be prepared to perform some work on Saturdays, to prevent disruption of normal operations at building 5415, unless otherwise approved in writing by the Contracting Officer.
1.6.2.5. The project shall conform to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC), specifically all Lightning Protection System work shall be completed in accordance with, UFC 3-501-01 ELECTRICAL ENGINEERING, UFC 3-550-01 Interior Electrical Power Distribution Systems, UFC 3-575-01 Lighting and Static Electricity Protection Systems, AFMAN 32-1065 Chapter 12 Lightning Protection Systems, DESR 6055.09_AFMAN91-201, National Fire Protection Associations “Standard for the Installation of Lightning Protection Systems, 2017 Edition" (NFPA 780) and The "Installation Requirements for Lightning Protection System, UL 96A" of Underwriters Laboratories Inc.. Where there is a conflict between the referenced standards the most stringent shall take precedence.
1.6.2. Demolition Requirements.
1.6.2.1. There are no known major existing LPS components in need of Demo for building 5415.
1.6.3. Civil Requirements.
1.6.3.1. Field Information. Base utility information, which may be provided for this RFP, is the best information available and may be provided to assist the Contractor during the design of this project. The Contractor is solely responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and construct the project. Information gathering during the design shall be coordinated through the Contracting Officer. Any field surveying required to provide utility locations, manhole inverts, verification of existing grades and features, etc., shall be the responsibility of the Contractor and shall be tied into the base surveying datum.
1.6.3.2. For this project, the designer / Contractor shall arrange for bluestaking of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to the investigation and design services as well as the construction services of this project.
1.6.3.3 The designer / Contractor shall perform the site survey of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of this project. See Section 3.1.
1.6.3.4 If necessary, determine by geotechnical investigation, the existing soil conditions of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of the project. Include the resultant report and recommendations in the Investigation Report.
Ensure these recommendations are used in the design of footings, foundations, or any other structure which would depend upon the soil conditions on the project site.
1.6.3.5. The concrete and asphalt sitework shall be removed only as necessary and to the minimum extent practical to complete work under this project. All concrete and asphalt sitework shall be replaced with like materials and to match the adjacent sections and dimensions.
1.6.3.6. All trench patches across concrete, roadway and parking lot pavements shall be accomplished in accordance with the utility trench patch detail provided in the DCG.
1.6.4. Landscape Requirements.
1.6.4.1. Remove, segregate, stockpile, protect and store existing landscape material in a location on the site approved by the Contracting Officer; which will neither interfere with nor obstruct the government’s operations nor any other requirements (i.e. fire-vehicle access). Prior to completion of the project, restore the landscaping back to original condition, to the maximum extent possible, in a manner approved by the Contracting Officer.
1.6.5. Architectural Requirements. Not used.
1.6.6. Structural Requirements.

1.6.6.1 Determine the structural requirements based on the type of Lightning Protection System chosen. If a standard LPS roof type system is used, then minimize the number of penetrations in the roof system.
1.6.7. Mechanical Requirements. Not used.

1.6.9. Fire Protection/Detection Requirements. Not used.
1.6.10. Electrical Requirements

1.6.10.2. Field Survey/Investigation
1.6.10.2.1. The Designer/Contractor will perform standard Lightning Protection Systems assessments for building 5415.
1.6.10.2.2. The scope of the Field Survey/Investigation shall be focused on the installation a new exterior Lightning Protection System. The Designer/Contractor will evaluation the site conditions to determine the best type of LPS to protect building 5415. They shall consideration the pros and cons of standard roof LPS, Mast Pole type LPS, and/or Hybrid type LPS to be presented to the facility User in the Design Analysis Report in-order to determine the best type of LPS to Design-Build.
1.6.10.3. Design
1.6.10.3.1 The Designer/Contractor shall incorporate the findings and facility Users preferences from the Field Survey/Investigation into design documents. They shall include all the necessary drawings, specifications, calculations, required for the construction phase. The design shall allow for welding where allowed by code to reduce future maintenance. The facility User does expect and require the typical full set of design drawing and specifications for the building 5415 in this Lightning Protection System with Fall Protection Design-Build project.
The Designer/Contractor shall provide enough details on supplied drawings, specifications, Calculations, Reports, etc. as necessary for As-Builts and to construct fully functional Lightning Protection Systems with Fall Protection for building 5415.
1.6.10.4 Installation
1.6.10.4.1. The Design-Build Contractor shall follow the final design documents for installation of the selected Lightning Protection System with Fall Protection at building 5415. The final installed systems shall include all components including materials, labor, equipment, testing, incidentals necessary to have fully function Lightning Protection Systems with Fall Protection for building 5415. The installation shall utilize welding instead of mechanical connections where allowed by code to reduce future maintenance.
1.6.10.4.2. The Contractor shall perform all code required grounding testing for all new installed Lightning Protection Systems at the building 5415.
1.6.10.4.3. The Contractor shall perform all code required 3rd party testing for all installed Lightning Protection Systems with Fall Protection at building 5415. Also, help the facility User and/or Base Electrical Shop with obtaining UL Certifications for building 5415.
1.6.10.4.4. Not used.
1.6.10.4.5 Not used

1.6.10.4.6. The Contractor should provide the facility Users personnel and/or Base Electrical Shop with standard LPS training, and any basic PMIs, BMPs training needed to maintain UL certifications.
2. DESIGN SUBMITTAL REQUIREMENTS.
2.1. Standards, Documents, and Criteria. The design requirements within Section 01011 represent the minimum quality and quantity acceptable for the proposals and project submittals. The standards, documents, and criteria referenced within this RFP, although not all attached to or included in this RFP document shall be the most current version. Contractor shall be responsible for obtaining any documents not attached to or included in this RFP but referenced as criteria for the project. Requirements of this RFP may add to, delete, modify, revise, or substitute to the extent indicated for criteria contained in the referenced standards and documents; and this section shall be deemed the governing authority of any changes to the other-referenced standards, documents and criteria.
2.2. Design Standards. Equipment, hardware, and materials shall be standard manufactured items unless otherwise specified. Replacement parts shall be standard and readily available through commercial means.
Discontinued products will not be accepted unless approved by the Contracting Officer. The Davis-Monthan AFB
Design Compatibility Guidelines, this RFP, base guide specifications (if available), and all applicable codes, laws, and guidance, whether included in this RFP or not, will govern all design and construction of this project and the
Contractor shall include all code and base DCG requirements in his bid. The Contractor SHALL conform all design and construction work to the base DCG and shall assume that no waivers to the stipulations included therein shall be granted.
2.3. Design Units. This project shall be designed in English inch-pound (I-P) units.
2.4. Reference Drawings Disclaimer. Drawings which may be provided as a part of this RFP are provided for reference only and only provide information for the Contractor’s use and incorporation into the design. Any drawings so provided shall not be considered complete and approved concept plans for this project. These drawings may be provided to give information on the types of renovations that are required to be included in the design and construction for the project and shall be used in the design of the facility to the extent necessary to construct a complete and usable facility. These drawings may include, but are not limited to, information addressing renovation of interior spaces; installation of an exterior, split-face concrete masonry wainscot; replacement of exterior windows and doors;
installation of a standing-seam metal roof (including substructure required); replacement/installation of mechanical, plumbing and fire protection; and electrical (interior, distribution, exterior, communications, local area networks, fire detection, etc.) systems. It is the Contractor’s responsibility to ensure the finished construction meets all of the requirements of this RFP. Drawings which may be provided as a part of this RFP may be available in electronic file format (AutoCAD).
2.4.1. Design Examples, References, and Preliminary Design Drawings. Design drawings and examples provided by the Government are for reference only and shall not be considered completed and approved concept plans for this project. Additional coordination of the design, in conjunction with the specific inputs from the Customer and base personnel during the required Design Charette, will be required to develop the approved concept plan and design development through the creation of construction documents, and construction (reference Part 5, ARCHITECTURAL
DESIGN of this RFP - Not used).
2.5. Investigation Report. The Contractor is responsible for the following as part of the project Investigation
Report:
2.5.1. The following investigative services shall be included, if applicable to the project:
• Investigation services shall include a plan check by the Contractor’s consultants of existing “as-built” drawing files, as applicable. Copies of requested as-built drawings may be furnished by the Government; however, it is the responsibility of the Contractor’s consultants to search the drawing files for applicable drawings. The
Government does not guarantee the accuracy or completeness of any as-builts.
• In addition, as may be required by this RFP, the Contractor’s consultants will meet with the affected base agencies to gather information pertinent to this project.
• Investigation services for projects that affect existing facilities shall also include at least one field trip by the
Contractor’s consultants to verify the existing conditions at the site.

2.5.2. Items to be reported on include but are not limited to the applicable portions of the following paragraphs:
• Existing interior and exterior physical conditions applicable to the project.
• Accuracy and completeness of reference data furnished by the Government.
• Architectural, communications, electrical, fire protection, mechanical, seismic, structural, utility, UFAS/ADA
Accessibility Guidelines, International Building Code or other special system requirements.
• Availability and adequacy of existing structure, utilities, or systems to support requirements identified above.
• Brief description of existing drainage problems, and proposed solutions or design options.
• Soil boring test results (including CBR tests or subgrade modulus tests as necessary).
• Site plans showing topography, soil test locations, existing utility lines showing points-of-connection, and areas of required site work.
• Special design problems or interferences with existing conditions, e.g., asbestos and/or lead-based coatings abatement, and proposed solutions or design options.
