Project Manual Summary: Allied Health Program Renovation

This is a comprehensive project manual for the Allied Health Program Renovation at Ocean County College's H. Hovnanian Health Sciences Building in Toms River, New Jersey. The project encompasses interior alterations and renovations to create state-of-the-art learning spaces for new dental hygiene and radiography programs. The scope of work includes partition framing, drywall installation, tile work, carpeting, painting, doors and frames, acoustical panel ceilings, plumbing, electrical and mechanical work. The project will be constructed under a single prime contract with work performed in phases to accommodate ongoing College operations. Key specifications address work hour restrictions (7:00 a.m. to 5:00 p.m., Monday through Friday, with certain after-hours exceptions), utility coordination requirements, and strict protocols for protecting existing building operations during construction. The project manual establishes detailed requirements across 28 divisions of specifications, incorporating standards from organizations such as ASTM, ANSI, NFPA, and ICC, with particular emphasis on fire-rated assemblies, radiation shielding requirements for the radiography program, accessibility compliance, and sound control specifications.

The project requires compliance with multiple quality assurance standards and testing agencies, including seismic performance requirements per ASCE/SEI 7 and fire-resistance ratings per ASTM E119 and NFPA 80. The contractor must provide comprehensive submittals including product data, shop drawings, samples, and delegated design certifications signed by licensed professional engineers. Specific attention is devoted to radiation protection materials and installation procedures, including lead-lined doors, frames, windows, and glazing systems with detailed lead equivalence specifications. The manual mandates pre-construction conferences, preconstruction testing, field quality control inspections, and post-construction documentation including operation and maintenance manuals, project record documents, and demonstration and training requirements. Substantial Completion and Final Completion procedures are outlined with specific punch list and certification requirements. The warranty structure includes manufacturer warranties ranging from one to twenty-five years depending on product type, installer warranties of two to three years, and special warranties for specific systems such as roofing (25-year) and metal finishes (10-year).
