About this file
This is a Statement of Work (SOW) for a design-build contract to repair sections R05C1 and R05C2 of Outside Runway 13L/31R at Laughlin Air Force Base, Texas, scheduled for October 2026. The project requires the contractor to mill and overlay 8.25 inches of hot mix asphalt across a combined area of 66,135 square feet, including repainting required runway markings and stripping with reflective beads. All work must comply with applicable Unified Facilities Criteria (UFC) standards, Unified Facilities Guide Specifications (UFGS), and Laughlin AFB-specific guidance documents.
The contractor must complete a full 100% design package prepared by registered professional engineers, with intermediate (65%), pre-final (95%), and final (100%) design submittals at specified intervals following site investigation and trip report submission within 14 days of Notice to Proceed. Key requirements include hot mix asphalt laboratory and field testing, airfield markings and grooving with test sections, Foreign Object Debris (FOD) and dust control plans, Storm Water Pollution Prevention Plan (SWPP), preparation of as-built drawings, and a 12-month workmanship warranty. The contractor must coordinate airfield access training, obtain FAA Form 7460-1 determination, manage haul routes with strict adherence and hydroseeding requirements, arrange water access via fire hydrants with backflow prevention, and execute work in three 8-hour shifts Monday through Sunday potentially including federal holidays. The total period of performance is 363 calendar days with government review periods of up to 21 days per submittal. This sources-sought announcement targets entities in NAICS code 237310 (Highway, Street, and Bridge Construction) with the SBA small business size standard of $45 million in average annual receipts, seeking to identify capable contractors particularly regarding UFGS 32 12 15.13 asphalt mix specifications.
