About this file

This is an Invitation for Bids (IFB) issued by the Cache County School District (CCSD) Purchasing Department on behalf of the Facilities Department for a main electrical gear upgrade at Millville Elementary School. The District is requesting quotes for a 1600A Service Entrance Switchboard/Switchgear that meets specific technical requirements including 120/208V, 3-phase, 4-wire configuration with 65,000 AIC values and NEMA 3R outdoor enclosure. The equipment must be from one of four acceptable manufacturers: ABB, Eaton, Schneider Electric, or Siemens. Bids must be submitted electronically through the Utah Procurement Place (U3P) Bonfire portal by February 17, 2026, at 1:00 pm MST. The scope of work specifies that the main circuit breaker must accommodate 5 sets of 500kcmil copper conductors, include ground fault equipment protection and a reduced energy let-through maintenance switch, and provide provisional space for future 600A breaker capacity. Bidders are required to submit a bill of materials with itemized components and lump sum pricing including freight, preliminary elevation and footprint drawings showing physical dimensions and conduit landing areas, and lead times stated in weeks from purchase order release. The project timeline is driven by strict summer 2026 construction windows at the facility.

Both cost and lead time are weighted factors in vendor selection, and the District reserves the right to award the contract to a single vendor or multiple vendors as determined to be in its best interest. Responses must comply with all CCSD Standard Terms and Conditions without modification or exception unless specifically addressed during the Question-and-Answer period, which closes on a date specified in the Bonfire portal. Bidders must conform to all specifications and requirements outlined in the IFB and any issued addenda; failure to do so may result in bid rejection as non-responsive. The District will not negotiate its terms and conditions, and any bidder submissions containing additional terms, conditions, or exceptions to CCSD requirements may be rejected unless those exceptions were approved during the Q&A period.

III. Terms and Conditions

A contract that results from this IFB will include the Cache County School District Standard Terms and Conditions

However, a bidder may request an exception and/or addition to the terms and conditions of this solicitation during the Question-and- Answer period.

Any exceptions to the specifications, terms, conditions and minimum requirements in this solicitation, not addressed and resolved during the Q&A period, may be protested in writing to the CCSD Purchasing Department prior to the closing date for this solicitation.

It is the responsibility of the bidders to submit their bids as required by this IFB, including any requirements contained in an answered question and/or addendums.

Prior to the closing date, the CCSD may, at its sole discretion, issue addenda. Addenda may modify any minimum requirement or specification of this IFB.
