About this file
This is an instructional document for M/WBE (Minority-owned Business Enterprise and Women-owned Business Enterprise) compliance schedule completion for the District of Columbia, outlining requirements for bidders and proposers responding to solicitations. The document specifies that Schedule A, Schedule C (C-1 or C-2), and/or Schedule D forms, along with M/WBE certification letters, must be included with solicitation responses to be considered responsive to the District's M/WBE policy. All schedules require complete information in applicable blank spaces and notarization. A bid or proposal may be deemed non-responsive if the bidder or proposer's response does not contain sufficient certified MBE or WBE participation or an approved waiver request.
The document provides detailed instructions for completing four primary compliance forms: Schedule A (Affidavit of MBE/WBE Goal Implementation Plan), which outlines the prime contractor's commitment to utilize certified MBEs and WBEs; Schedule C (Letter of Intent to Perform as Subcontractor), completed independently by MBE/WBE subcontracting firms; Schedule C-1 (Letter of Intent to Perform as MBE or WBE Prime Contractor), required when the prime contractor is a certified MBE or WBE seeking self-performance credit; and Schedule C-2 (Letter of Intent to Perform as MBE or WBE Joint Venture Partner), required for joint venture arrangements. Additionally, Schedule D (Waiver Request) must be submitted if the prime contractor cannot meet the District's MBE/WBE goals, accompanied by a detailed narrative demonstrating good faith efforts to achieve M/WBE participation. Each form requires specific information including company details, vendor information, certification status, participation percentages or dollar amounts, scope of work descriptions, and authorized signatures with notarization.
