About this file

This document is a Request for Proposal (RFP) issued by TerraPower for a Ventilation Consultant contract (RFP 2025-8352) at their Everett Laboratory in Everett, Washington. The solicitation seeks a qualified supplier to evaluate lab ventilation systems, assess airborne hazard exposure risks, determine appropriate airflow requirements, identify performance improvement opportunities, and develop optimization and change management strategies. The RFP was released on 08/08/25, with an intent to bid deadline of 08/13/25, a pre-award meeting on 08/18/25, proposal submittal due on 08/29/25, and anticipated contract award between 08/29/25 and 09/12/25. The contract is structured as a firm-fixed price procurement with a 180-day proposal validity period.

The source selection will be based on a trade-off (best value) methodology, with technical considerations weighted more heavily than price. Proposals must be submitted through the Bonfire platform in three volumes: Management & Operations (30 points), Technical Approach (30 points), and Business & Contract (20 points), with an additional 20 points for general responsiveness. The evaluation will assess qualifications, technical approach, staffing, and pricing. Suppliers are required to provide a comprehensive proposal including key personnel qualifications, detailed project tasks, deliverables, milestones, and a firm fixed price. The RFP indicates a preference for small business classifications, including various federal and state certification types, though these are not mandatory for participation.
