About this file

This is an evaluation criteria matrix for a polling services procurement issued by Boulder County Public Health in Boulder, Colorado. Boulder County seeks a qualified polling company to conduct surveys and analysis regarding behaviors, attitudes, messaging, feasibility, and opportunities for sugary drink reduction policy strategies in one to two Boulder County municipalities. The project aims to support information gathering and community engagement efforts to assess public support for local sugary drink reduction policy initiatives. The evaluation will be conducted by a county selection committee that may request additional information from vendors or conduct interviews with selected vendors prior to final selection.

The evaluation criteria matrix allocates 100 total points across six categories: Quality and Comprehensiveness of Proposal (5 points), Total Cost/Value of Proposal (25 points), Research Methodology and Rigor including sampling approach, sample size, weighting, margin of error, and mode selection (15 points), Relevant Experience with polling on ballot measures, taxes, public health policies, and Colorado/local issues (35 points), and Project Management including timeline, responsiveness, deliverables, and team collaboration (20 points). The selection committee may also consider reference checks, interviews, proposed timeline, and any other relevant factors determined appropriate by the county in its evaluation and selection process.
