About this file
This procurement specification document outlines the requirements for a polling services contract with Boulder County Public Health (BCPH) in Colorado. BCPH seeks a qualified polling company to conduct a comprehensive survey and analysis project focused on behaviors, attitudes, messaging, and feasibility of sugary drink reduction policy strategies within 1-2 Boulder County municipalities. The project aims to gather community engagement data and assess public support for local policy initiatives related to sugar-sweetened beverage reduction. The contractor must collaborate with BCPH staff to establish project objectives, develop a survey questionnaire, and propose an appropriate sample size for approval. The work will employ a hybrid methodology combining live phone interviews with half of respondents and text-to-online surveys with the other half, all executed according to an agreed-upon timeline. All project activities, including polling execution, data analysis, final presentation of findings, and recommendations, must be completed with invoices submitted by December 15, 2026.
Deliverables include an initial planning meeting with BCPH, a collaboratively developed survey questionnaire, comprehensive results presented as topline percentages and cross-tabulated data segmented by districts, demographics, geography, and attitudinal subgroups, and a formal report with briefing presentations to BCPH and the 1-2 participating municipalities. The contract is not to exceed $15,000. The procurement is open to qualified polling firms, and interested vendors should direct questions regarding the Boulder County procurement process to procurement@bouldercounty.gov. Boulder County Public Health will serve as the contracting agency for this project.
