About this file

This document is a Work Item Description and Forest Service Supplemental Specifications for the Mavreeso–Jersey Jim IRSC Area Roads project in Colorado's San Juan National Forest, Dolores Ranger District, compiled February 1, 2026.

The project encompasses road construction and rehabilitation work across four National Forest System Road (NFSR) segments: Road 209, Road 209.A, Road 209.A1, and Road 209.BT2, all located beyond a locked closure gate on NFSR 209. Road 209 includes slump repair (approximately 250 linear feet with 4 feet of fill depth), requiring excavation, embankment, geotextile installation, and placement of base and surface courses sourced from the Beaver Rim gravel pit; installation of one 18"x30' corrugated metal pipe (CMP) culvert; and compaction in 12-inch lifts with fill slopes not exceeding 2:1. Road 209.A requires realignment of the intersection to accommodate haul truck turning radius (approximately 270 linear feet), linear grading, a through-fill crossing section (approximately 730 linear feet) with three rock drains, installation of one 18"x30' CMP culvert, and removal and installation of wire fencing and gates. Road 209.A1 requires approximately 1.5 miles of linear grading with rolling dips spaced maximum 350 feet apart on grades exceeding 5%, plus clearing and grubbing. Road 209.BT2 requires installation of two 18"x20' CMP culverts with 20 cubic yards of road base imported for minimum 12-inch cover over each pipe. The specifications reference FP-24 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, modified by Forest Service Supplemental Specifications, with detailed requirements for clearing and grubbing, excavation and embankment, linear and site grading, untreated aggregate courses, culvert installation, blind drains, and wire fencing, including specific construction tolerances, compaction methods, and acceptance criteria. Temporary traffic control is required during haul on open Forest Service roads with no independent pay item for this requirement.

MAVREESO – JERSEY JIM IRSC AREA ROADS –

WORK ITEMS DESCRIPTIONS BY ROAD

Located at approximately mile post 1.65, a road slump has dropped the road surface an average of 4 feet over approximately 250 feet. This work item will include scaling remaining road material on the new cut slope to generate fill, import of fill material from the “209 curve barrow” located at approximately mile post 0.3 , placing approximately 300 lf of geogrid 12 feet in width and 6” of base course and 6” of surface course that will be sourced from the Forest Service Beaver Rim gravel pit.

The final road surface will be 14 feet in width. Fill slopes should not exceed 2:1. The vertical road alignment does not need to be returned to the original elevation. The expectation is that the new road will have a vertical sag. The grades entering and exiting the vertical sag shall not exceed 10%. The existing roadway surface outside of the 250 feet of the slump may be altered to accommodate those grades. The expected depth of fill is approximately 4 feet at its deepest. Fill shall be compacted in 12” lifts. The estimated quantity of unspecified barrow fill is 400 cubic yards. The barrow of material shall not be removed from any closer than 3 feet from the road shoulder and final slopes shall be left consistent from toe to shoulder not exceeding 2:1. The estimated quantity of base course is approximately 180 cubic yards, and surfacing is approximately 150 cubic yards (assuming approximately 700 linear feet of surface). See SLUMP REPAIR – EXCAVATION AND EMBANKMENT (204-10) drawing.

In addition, one 18”x30’ Corrugated Metal Pipe (CMP) shall be installed at approximately mile post

1.75 per drawings TYPICAL CULVERT INSTALLATION (602-01), TYPICAL CULVERT INSTALLATION (602-02), and CULVERT BEDDING (602-03). The culvert location will be staked in the field by Forest Service personnel

Specifications applicable for this road are: 204, 301, and 602

209.A Located at approximately mile post 2.42 of NFSR 209, the intersection with NFSR 209.A is on the right. This intersection needs to be realigned to accommodate the turning radius of haul trucks. To accomplish this realignment the new alignment of 209. A will leave 209 at approximately mile post

2.39 and meet the existing alignment of 209.A at approximately mile post 0.04. These locations will be staked in the field by Forest Service personnel. This new alignment segment will be approximately 270 linear feet and will include a 30-foot-wide intersection that tappers to a 12-foot-wide crowned surface constructed per drawing 212-01. Minor clearing and grubbing of oak will be required.

Linear grading will continue on the existing alignment to re-establish the roadbed following the fence line alignment.

At approximately mile post 0.22 a through fill section will be constructed to approximately 0.36 (730

lf) per the THROUGH FILL CROSSING WITH GEOTEXTILE (204-09) drawing. In addition, in this segment there will be three (3) rock drains each 26 feet in length installed under the through fill, per the BLIND DRAIN DETAIL (drawing. All locations will be staked in the field by Forest Service personnel. Barrow material for the Through fill section will be generated from the “209 parking area barrow”. This barrow source should be excavated to approximately follow the historic existing ground before storage. Final fill slope from toe to shoulder shall not exceed 3:1. Aggregated material for both the through fill and the Blind Drains will be sourced from the Forest Service Beaver Rim Gravel Pit.

Section 301. — UNTREATED AGGREGATE COURSES

Description

301.01 This work consists of constructing aggregate courses on a prepared surface.Material

301.02 Conform to the following Subsections:Subbase, base, and surface course aggregate 703.05

Water for construction 725.01(c)

Screened aggregate 703.05(d)

Construction Requirements

301.03 General. Prepare the surface according to Section 204 or 303 as applicable.

Written approval of the roadbed is required before placing aggregate.

For pit run material, furnish material smaller than the maximum size identified in the plans, no gradation will be required otherwise. After processing on the road, remove all oversize material from the road and dispose as directed by the CO.

Provide additives or binder, if required, at the proportions specified.

Develop and use Government furnished sources according to Section 105.

If the aggregate is produced and stockpiled before placement, handle and stockpile according to Section 314.

After a representative quantity of aggregate is produced, submit target values within the required gradation range along with a representative 300-pound sample at least 14 days before incorporating the aggregate into the work.

301.04 Mixing and Spreading. Obtain moisture content in accordance with the compaction method specified. If moisture content is not specified by the compaction method adjust the moisture content to a level suitable for compaction. Mix the aggregate and adjust the moisture content to obtain a uniform mixture. Spread and shape the mixture on the prepared surface in a uniform layer.

Do not place the mixture in a layer exceeding 6 inches (150 millimeters) in compacted thickness.

When more than one layer is necessary, compact each layer according to Subsection 301.05 before placing the next layer. Route hauling equipment uniformly over the full width of the surface to minimize rutting or uneven compaction.

301.05 Compacting. Compact each layer full width. Roll from the sides to the center, parallel to the centerline of the road. Along curbs, headers, walls, and all places not accessible to the roller, compact the material with approved tampers or compactors.

Compact the aggregate using one of the following methods as specified:

(a) Compaction A. Operating spreading and hauling equipment over the full width of the travelway.

(b) Compaction B. Operate rollers and compact as specified in Subsection 204.11(a)(4)(a).

(c) Compaction C. Moisten or dry the aggregate to a uniform moisture content between 5 and 7 percent based on total dry weight of the mixture. Operate rollers and compact as specified in Subsection 204.11(a)(4)(a).

(d) Compaction D. Compact to a density of at least 95.0 percent of the maximum density, as determined by AASHTO T 99, method C or D.

(e) Compaction E. Compact to a density of at least 95.0 percent of the maximum density, as determined by AASHTO T 180, method C or D.

For all compaction methods, blade the surface of each layer during the compaction operations to remove irregularities and produce a smooth, even surface. When a density requirement is specified, determine the in place density and moisture content according to AASHTO T 310 or other approved test procedures.

301.06 Surface Tolerance. Remove irregularities and shape to a uniform surface. Ensure that the thickness and width of the compacted aggregate conform to the dimensions SHOWN ON THE DRAWINGS, and that measurements on the compacted aggregate meet the following criteria:

(a) The maximum variation from the specified thickness is 1 inch.

(b) The compacted thickness is not consistently above or below the specified thickness, and the average thickness of measurements for any one mile of road segment is within ± ¼ inch of the specified thickness.

301.07 Maintenance. Maintain the aggregate course to the correct line, grade, and cross-section by blading, watering, rolling, or combination thereof until placement of the next course. Correct defects according to Subsection 301.06.

301.08 Acceptance. See Table 301-1 for sampling, testing, and acceptance requirements.

Screened aggregate will be evaluated Under 106.02 Aggregate gradation and surface course plasticity index will be evaluated under Subsection 106.05. Other aggregate quality properties will be evaluated under Subsections 106.02 and 106.04.

(a) Aggregate gradation. The upper and lower specification limits are equal to the calculated mean of all test results plus or minus the allowable deviations shown in Tables 703-1 and 703- 2, except as follows:

(1) If the calculated mean value for a tested sieve exceeds the maximum gradation range value shown in Table 703-1, then the upper specification is equal to the maximum gradation value in Table 703-1 plus or minus the allowable deviation in Table 703-2.

(2) If the calculated mean value for a tested sieve is less than the minimum gradation range value shown in Table 703-1, then the lower specification is equal to the minimum gradation value in Table 703-1 plus or minus the allowable deviation in Table 703-2.

(b) Plasticity index. The upper and lower specification limits for surface courses are shown in Subsection 703.05(c)(3).

Construction of untreated aggregate courses will be evaluated under Subsections 106.02 and 106.04.

Measurement

301.09 Measure the Section 301 pay items listed in the bid schedule according to Subsection 109.02 and the following as applicable:

When measuring aggregate by the cubic yard, measure in place.

When measuring aggregate by the square yard, measure the length horizontally along the centerline of the roadway. Measure the width horizontally to include the top of aggregate width, including designed widenings.

Payment

301.10 The accepted quantities will be paid at the contract price per unit of measurement adjusted according to Subsection 106.05 for the Section 301 pay items listed in the bid schedule.

Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.
