About this file
This is Amendment 001 to a Stewardship Blanket Purchase Agreement (BPA) for the Rocky Mountain Restoration Project (RMRP) on the San Juan National Forest, Dolores Ranger District, issued by the USDA Forest Service Procurement & Property Services National Stewardship Contracting Branch. The amendment is effective September 3, 2026, and modifies solicitation number 12363N26Q4119, which was originally dated August 14, 2026.
The amendment makes two substantive changes to the contract. First, it revises Section 12 (Contract Operations Schedule) to provide maximum operational flexibility while prioritizing completion of Work Item #2 Road Reconstruction sub-items on Forest Service Roads 209, 209.A, 209.A1, and 209.B2. The operations schedule establishes a normal operating season from July 1 to November 30, with staged restrictions preventing harvesting, staging, and hauling operations in specified timber units until corresponding road reconstruction work is accepted by the Forest Service. Operations are also prohibited within Elk Production Habitat from May 15 to June 30 and during soil saturation periods from December 1 to June 30 unless pre-approved by the Forest Service. Second, the amendment incorporates an August 26, 2026 site visit attendee list and meeting summary notes from representatives of the Forest Service and Aspen Wall Wood, documenting discussions regarding engineering projects, borrow material sourcing from Beaver Rim gravel pit, through-fill specifications referenced in Appendix D, and contractor responsibilities for pre-, during, and post-haul road maintenance consistent with standard timber sale contracts.
