About this file
This document is an Invitation to Bid (ITB) for a New England and Tribal Organizations (NEATO) WIC Retail Infant Formula Rebate System. The ITB outlines the technical requirements for bidders, including that the bid must be received by a specific date and time, the bid must be signed by an authorized company representative, and the bidder must offer various types of iron-fortified infant formula products that meet federal regulations. The bidder must also provide details on their wholesale and distribution network, a list of wholesale distributors, and information on how WIC vendors can purchase the infant formula products at the bidder's current published wholesale price.
The ITB also requires the bidder to provide their nationally published wholesale price list as of a specific date for each type and form of infant formula in their product line. Additionally, the bidder must certify and notarize that they are registered with the Secretary of Health and Human Services, can supply the quantities of infant formula needed to meet 100% of WIC Program needs, and will cooperate with NEATO and the current and future manufacturers awarded an agreement.
