About this file

This document is an Invitation to Bid (ITB) for the New England and Tribal Organizations (NEATO) WIC Retail Infant Formula Rebate System. The ITB is seeking bids for a contract to provide infant formula rebates to NEATO, which consists of the Cherokee Nation and the states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. The ITB includes data tables providing historical information on participant count and formula issuance for the NEATO region from May 2020 to October 2020. Bidders are advised that the data provided does not represent a guarantee of future formula needs. The ITB indicates that the contract term will begin on October 1, 2021, though Vermont is joining the NEATO consortium at that time. The ITB does not provide details on the award date or contract duration.

The ITB specifies that NEATO reserves the right to issue non-contract infant formulas to participants with medical documentation. Pricing terms, set asides, and funding information are not included. The document suggests that the incumbent provider may be Similac, as the data tables provide detailed information on Similac formula units issued, in addition to limited data on other formula brands.
