About this file

The document is a Darfur Contracting Act certification form issued by the California Department of Corrections and Rehabilitation (CDCR), specifically addressing state contract eligibility requirements for companies with international business activities. The form provides three certification options for businesses seeking to bid on or submit proposals for state contracts: Option #1 for companies with no activities outside the United States, Option #2 for companies with international business activities within the previous three years requiring certification, and Option #3 for scrutinized companies that have obtained written permission from the Department of General Services (DGS).

The certification process is designed to ensure compliance with Public Contract Code Sections 10475-10481, which applies to companies with international business operations. Companies must certify that they are either not a "scrutinized company" or have received explicit permission from DGS to submit a proposal. The form requires companies to provide their company name, federal ID number, and an authorized signature, with the certification made under penalty of perjury. The goal is to prevent state contracts from being awarded to companies with business activities in regions deemed problematic by California state law, specifically targeting companies with connections to regions like Darfur.
