About this file

This document is a Darfur Contracting Act form issued by the California Department of Corrections and Rehabilitation (CDCR), specifically OBS 1500 dated 06/11. The form requires companies bidding on or submitting proposals for California state contracts to certify their compliance with Public Contract Code Sections 10475-10481, which apply to businesses with operations outside the United States within the previous three years. The document provides three certification options: Option #1 for companies with no activities outside the US, Option #2 for companies with international activities requiring certification, and Option #3 for scrutinized companies that have obtained written permission from the Department of General Services (DGS) to submit a bid or proposal.

The certification process is designed to ensure that companies doing business with the state of California are not engaged in activities that conflict with the state's ethical and legal standards, particularly in regions like Darfur. Companies must either affirm they have no international operations, certify they are not a "scrutinized company" under the law, or provide documented permission from DGS to participate in state contracts. The form requires companies to provide their name, federal ID number, and an authorized signature, with the understanding that false statements are made under penalty of perjury and subject to the laws of the State of California.
