About this file

This document is an Invitation to Bid (ITB 250703) for Asphalt Material, issued by Lubbock County, Texas, with a cooperative purchasing agreement component. The ITB allows Lubbock County and other local governmental entities in Texas to potentially purchase asphalt materials under the same contract terms, leveraging the Interlocal Cooperation Act (Chapter 791, Government Code). Bidders are asked to indicate whether they will honor Political Subdivision orders in addition to Lubbock County's orders, with the option to extend contract pricing and terms to other participating governmental entities.

The cooperative purchasing agreement stipulates that while governmental entities utilizing Interlocal Agreements with Lubbock County will be eligible to purchase materials under this contract, they are not obligated to do so. Each participating governmental entity will be responsible for billing and payment directly, with Lubbock County explicitly stating it will not be responsible for another entity's debts. Lubbock County currently has an existing Interlocal Agreement with the City of Lubbock and reserves the right to enter into additional cooperative purchasing agreements at its discretion. The document provides a mechanism for potentially expanding the contract's reach across multiple local government entities while maintaining clear financial boundaries.
