About this file
This is a Request for Supplier Qualifications (RFSQ) issued by the City of Little Rock, Arkansas Department of Parks and Recreation for boathouse and dock operations management at River Mountain Parks on the Little Maumelle River. The City is seeking qualified individuals or firms to operate and manage a public boathouse and dock facility, providing recreational water activities such as rowing and canoeing that must include public participation options while also allowing for private party/club rentals. The RFSQ was published on August 25, 2025, with a non-mandatory pre-submittal meeting scheduled for TBA, questions due September 15, 2025 at 10:00 AM, and Statement of Qualifications due September 22, 2025 at 10:00 AM with virtual public opening at 10:15 AM the same day. Finalist interviews and dissemination of interview invitations are to be announced, with no specific contract term or renewal options detailed in the solicitation.
The RFSQ explicitly prohibits the inclusion of pricing information in submissions, as this is a qualifications-based selection process focusing on experience, capability, and past performance rather than cost proposals. The City intends to lease the land where the boathouse and dock are located to the successful bidder, though alternative arrangements including revenue sharing will be negotiated with the selected operator. Evaluation criteria include a 100-point submittal evaluation focusing on team qualifications (50 points), proven project success (30 points), and financial capacity/stability (20 points), plus a potential 50-point interview component, with bidders requiring a minimum score of 60 points to be considered. No incumbent operator, set-asides, or specific funding sources are mentioned, and the exact configuration of the final management agreement will be negotiated with the successful submitter following the qualification process.
