About this file
This is a scoresheet for evaluating proposals submitted in response to a Request for Proposal (RFP) issued by the State of Utah Division of Purchasing and the Governor's Office for Appellate Counsel in Juvenile Delinquency services. The procurement seeks to establish multiple contract awards with responsive and responsible vendors that meet the minimum technical score threshold. The contract term is five years. Offerors must demonstrate an active status Utah State Bar License in good standing, inclusion on the Utah Courts' Appellate Roster with qualifications to handle juvenile delinquency cases, and commitment to work with the Defender Data case management system. Applicants are evaluated on four scoreable technical criteria: statement of interest in serving juveniles on appeal (20 points), statement of current status on the Appellate Roster (20 points), resume (20 points), and statement of proposed resources for trial-level consultation, collaboration, and continuing legal education presentation (140 points), for a total of 1,000 possible points.
Offerors must maintain professional malpractice insurance with minimum limits of $250,000 per claim and $500,000 per occurrence and agree to work at the rates stated in the Scope of Work. A minimum technical score of 600 points (60 percent of total) is required to advance in the evaluation process. The fee schedule is determined by the agency and stated in the Scope of Work pursuant to Utah Code Section 63G-6a-113. All mandatory minimum requirements must be met on a Pass/Fail basis before technical scoring occurs.
