About this file
Summary
This is a Mandatory Minimum Technical Requirements attachment for a Statement of Qualifications (RFSQ) issued by the State of Utah Division of Purchasing on behalf of the Department of Health and Human Services. The procurement seeks a qualified vendor to provide overall exercise coordination services for the Public Health Emergency and Healthcare Preparedness Programs - Training and Exercise Coordination program. The contract term is four years, with compensation to be negotiated at fair and reasonable rates to be determined following vendor selection. The vendor selection process follows Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants, with the highest-ranking qualified vendor selected for contract negotiation. If negotiations fail with the top-ranked vendor, the state reserves the right to proceed with the next highest-ranked candidate.
Vendors must meet all five mandatory minimum requirements to advance to technical evaluation: Utah residency, experience in public health emergency and healthcare preparedness, a minimum of five years following the Homeland Security Exercise and Evaluation Program (HSEEP) methodology, current FEMA Master Exercise Practitioner (MEP) certification, and a minimum of five years coordinating statewide exercises with Utah DHHS, local health departments, hospitals, healthcare systems, and the Utah Department of Public Safety. Additionally, vendors must provide written responses to seven technical criteria questions covering emergency preparedness experience, hazard assessments, integrated preparedness planning workshops, After-Action Reports, stakeholder communication, project outcomes, and multi-agency stakeholder management. These technical responses will be scored on a 0-5 scale by an evaluation committee, and vendors must meet the minimum technical score threshold for award consideration. Pricing information must not be included in submissions.
