About this file
This Scope of Work document outlines laboratory analysis services required by the Utah Department of Environmental Quality's Division of Water Quality for trace metals in tissue samples collected from Great Salt Lake's hypersaline waters. The contract involves analysis of biological tissue samples including shorebird eggs, invertebrates, and brine shrimp, with annual monitoring encompassing up to 50 tissue samples (approximately 150 samples over the three-year contract period). The analytical laboratory must provide quantitative measurements of total mercury, methylmercury, selenium, and percent moisture on a dry weight basis, utilizing specific EPA-approved methods including EPA Method 1631E for total recoverable mercury, EPA Method 1630 for methylmercury, and ICP-QQQ-MS with EPA 6020 modifications for selenium analysis. All results must be reported within 20 days of receipt and include Level II quality control reports, data in Excel format, and laboratory standard operating procedures documentation upon request. The contract term is five years with the initial 12-month pricing guaranteed by the vendor.
The contract budget is $85,000, representing the total estimated cost for laboratory analysis services over the contract period. The procurement is being conducted by the Utah Department of Environmental Quality with award anticipated to the responsive and responsible vendor receiving the highest evaluation score in accordance with Utah procurement code. Strict adherence to historic analytical methods and sample preparation procedures is required to maintain consistency with over 10 years of existing Great Salt Lake tissue monitoring data, necessitating specialized laboratory expertise in handling hypersaline water samples and their unique preparation requirements.

Laboratory Analysis of Tissue Samples
Scope of Work
The Utah Department of Environmental Quality (UDEQ), Division of Water Quality (DWQ) requires the laboratory analysis of trace metals in tissue samples collected from the hypersaline waters of Great Salt Lake (GSL). These include tissue samples of shorebird eggs, invertebrates, and brine shrimp. The specifications of this work must conform with historic analysis performed by laboratories specializing in tissues collected from GSL to maintain consistency with over 10 years of data.
Tissue Analysis
The analytical laboratory will be responsible for providing accurate and precise quantitative measurements of total mercury, methlymercury, selenium, and percent moisture for all tissue samples. Results shall be provided on a mass-to-mass basis in dry weights. The laboratory shall also conduct and provide results for all appropriate quality control/quality assurance procedures as specified by analytical methods.
Annual monitoring includes up to 50 biological tissue samples (approximate total of 150 samples over the course of the 3-year contract) including bird eggs, brackish and freshwater invertebrates, and brine shrimp. Brine shrimp samples are collected from hypersaline waters and require additional laboratory preparation. In order to maintain strict consistency with historic data, DWQ requires the following sample preparation and analytical methods:
I. Preparation:
Homogenization (bird eggs and invertebrates) Plankton Filtration - Brine Shrimp
II. Analysis:
Total Rec. Hg by EPA Method 1631E, Appendix MeHg via EPA Method 1630, Modified Total Rec. Se Analysis by ICP-QQQ-MS EPA 6020, Mod. with EPA 3050B digestion Total Solids (for dry-weight correction)
Annual monitoring includes up to 50 tissue samples. Hypersaline GSL waters can have significant impacts on laboratory preparation, analytical procedures, and results.
Reporting
Resulting data results will be reported to DWQ within a 20 day turn-around time and include the following information:
1. Data reports including Level II QC report.
2. EDD in Excel format
3. Documentation on lab SOPs will be made available upon request if DWQ requires them for evaluating method comparability.
Budget $85,000
