About this file

This is an RFP evaluation score sheet for AS27-126 Engineering Analysis for Newfoundland Basin Water Augmentation to GSL, issued by the State of Utah Division of Purchasing through the Office of the Great Salt Lake Commissioner. The procurement seeks engineering consultant services under Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants. The contract term begins April 1, 2027. The solicitation is a Request for Statements of Qualifications (RFSQ) format, with vendors required to submit proposals not exceeding 15 pages, and pricing is explicitly excluded from submissions. The evaluation process involves five evaluators assessing up to 20 vendors across five technical criteria: Approach/Methodology (40 points, 20% weight), Qualifications of Consultant including Subconsultants (50 points, 25% weight), Demonstrated Knowledge (50 points, 25% weight), Work Schedule (30 points, 15% weight), and Scheduling of Availability of Personnel (30 points, 15% weight), for a total possible score of 1,000 points.

The score sheet indicates a 0-5 evaluation scale where 0 equals Fail, 1 equals Poor, 2 equals Unsatisfactory, 3 equals Satisfactory, 4 equals Good, and 5 equals Excellent. The highest-scoring vendor will be selected for contract negotiations at compensation to be determined as fair and reasonable by the procurement officer. If negotiations fail with the highest-ranked vendor, the state will proceed sequentially with the second and third highest-scoring vendors, and may select additional professionals if necessary. The evaluation sheet provided is in blank/informational format with no scores populated, indicating this is a template for the evaluation committee's use. No pricing information, set-asides, or incumbent information is included in this score sheet document.
