About this file

This is a Debarment Certification document required by federal regulations implementing Executive Order 12549, applicable to the Howard County Board of Education's procurement for school bus transportation service for Athletics and Allied Sport events in Maryland. The certification form serves as a prerequisite bidding requirement and must be completed by prospective bidders or their authorized representatives to confirm compliance with federal debarment and suspension regulations across multiple federal agencies, including the Department of Agriculture, Department of Labor, Department of Education, and Department of Health and Human Services.

The certification requires bidders to attest that they and their principals are not currently debarred, suspended, proposed for debarment, or voluntarily excluded from federal covered transactions. Bidders must further certify that within the three-year period preceding the bid, they have not been convicted of or had civil judgments rendered for fraud, criminal offenses related to public contracts, antitrust violations, embezzlement, theft, forgery, bribery, falsification of records, false statements, or receipt of stolen property. Additionally, bidders must confirm they are not currently indicted or criminally or civilly charged for any enumerated offenses and have not had any public transactions terminated for cause or default within the preceding three years. False statements on this certification may result in bid rejection or award termination, and any exceptions must be documented with attached explanations identifying the responsible agency and relevant dates. Providing false information may expose bidders to criminal prosecution or administrative sanctions.
