About this file

This is a planning and feasibility document prepared for the City of Fort Worth, Texas, presenting a detailed map and analysis of the Southeast Quadrant project area that encompasses the proposed Commerce Street Development. The document identifies the geographic boundaries of the study area, bounded by Commerce Street, Calhoun Street, Houston Street, and the railway tracks, and catalogs current property ownership across approximately 40+ city blocks. The map delineates three major ownership categories: private entities, railroad operators (BNSF Railway and Union Pacific Railroad), and public entities including the City of Fort Worth, Texas A&M University System, Fort Worth Transportation Authority, and various public housing authorities. The project area includes multiple active development initiatives led by Texas A&M, including the Law and Education Building, Research and Innovation Building, and Performance Visual and Performing Arts Building, all positioned to support an Innovation District strategy.

The document analyzes land assembly challenges and opportunities across five geographic sectors within the study area. West of Jones Street, Texas A&M and the City of Fort Worth hold significant consolidated parcels with aligned development goals, while the area between Jones and Calhoun Streets contains fragmented smaller ownership parcels requiring consolidation for feasible redevelopment. The northeastern section shows properties predominantly in full or majority block ownership, with several proceeding as residential developments with structured parking. East of the existing railway tracks, BNSF Railway, Union Pacific Railroad, and the City of Fort Worth control the largest landholdings in areas formerly used for railway operations and industrial logistics; land assembly in this sector would require partnerships with major landowners to establish rectilinear property lines and developable parcels. The proposed land uses identified include a 600-room convention hotel, a 400-room convention hotel, residential or student housing, academic and office mixed-use buildings, green space, parking facilities, and restaurant or hospitality uses designed to enhance connectivity and activation within the Innovation District.

An analysis of the property in the study area should be divided between those parcels east and west of Jones Street. West of Jones Street, the major landowners are Texas A&M and the City of Fort Worth whose goals for the district are well aligned. Indeed, development is moving forward on five blocks under A&M’s control; The Law and Education building at 15th/16th/Calhoun and Jones; The Research and Innovation Building at 15th/13th/Calhoun and Jones; the Performance Visual and Performing Arts Building at Calhoun/17th/Lancaster/Jones as well as its associated parking area on the partial block immediately west of the PVFA building. The Amon Carter Foundation also owns a key parcel along Jones Street which has been conveyed to Texas A&M to support the development of the Innovation District. This particular parcel will be discussed in greater detail later in the proposal along with other key parcels.

The blocks on Jones and Calhoun flanking 12th contain a variety of smaller ownership parcels which would ideally be consolidated into larger assemblages to facilitate feasible redevelopment. In the northeastern section of the study area, many of the parcels are already in either full block ownership or the majority of a block, including property owned by Trinity Metro. Several of these are also proceeding with development, primarily as residential with structured parking.

West of Calhoun, the majority of the blocks are already developed with a density that would imply that more dense redevelopment is not likely in the near to mid term.

Property in the southern sector of the study area are in the majority ownership of either Texas A&M or the City of Fort Worth and is in development already, with the notable exceptions of the Sheraton hotel, Ron Investments properties east of Jones, and the Water Gardens Place office building. A large vacant parcel just outside the study area south of Lancaster and east of Main Street could also be developed with a use accretive to the Innovation District, however proximity to the existing rail lines, difficult access combined with the parcel shape complicate future development.

The land east of the existing railway tracks reflects its current and former uses as railway marshaling and maintenance facilities and industrial logistics uses that benefitted from immediate rail access.

Consequently, BNSF Railway, Union Pacific Railroad and the City of Fort Worth are the three largest land owners in this sector. There are various other industrial owners and a number of smaller owners many of which have unusual property boundaries that are likely reflective of once existing railway lines and spurs. Assembling land in this section would likely require partnering with the major landowners to establish more rectilinear property lines to facilitate a regular street network and parcels with more developable dimensions.
