About this file
This document is an Addendum #3 to a Request for Proposals (RFP #6000001198) issued by the Port Authority of New York and New Jersey for expert professional real estate appraisal services. The RFP solicits appraisal services to be requested on a "call-in" basis during 2023 through 2026, with proposals now due by 2:00 P.M. on November 30, 2022. Appraisals will be requested case-by-case to provide fair market value for property, with written reports submitted in PDF format and following Uniform Standards of Professional Appraisal Practice (USPAP) standards.
The RFP includes specific diversity requirements, with goals of 20% Minority Business Enterprise (MBE), 10% Women-owned Business Enterprise (WBE), and 3% Service-Disabled Veteran-owned Business Enterprise (SDVOB) participation. Certified firms can self-satisfy their respective goals, and while non-certified firms can be proposed as subconsultants, they cannot be counted toward the diversity goals. Firms are encouraged to make good-faith efforts to utilize Authority-certified MBE, WBE, and SDVOB subconsultants to the maximum extent feasible, with detailed documentation required for their selection process.

SUBJECT: REQUEST FOR PROPOSALS FOR PERFORMANCE OF EXPERT
PROFESSIONAL REAL ESTATE APPRAISAL SERVICES AS
REQUESTED ON A “CALL-IN” BASIS DURING 2023 THROUGH 2026
(RFP# 6000001198) – ADDENDUM #3
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) hereby amends the subject Request for Proposals (RFP) as follows:
Please Note: The date for receipt of proposals for the subject RFP has changed to 2:00 P.M.
on November 30, 2022.
The following are questions from RFP recipients. The questions and the corresponding Authority answers are provided for your information and use, as appropriate.
Question #1: How is appraisal data collected and reported?
Answer #1: Appraisals are requested on a case-by-case basis to typically provide fair market value for property. Appraisals are submitted via a written report. Standards and required components of the reports are defined by industry Uniform Standards of Professional Appraisal Practice (USPAP) standards. The reports are provided in a PDF format.
Question #2: Can Port Authority certified Minority/Women-owned Business Enterprise (M/WBE) firms self-satisfy/perform their respective portion of the MWBE goals listed? (For example, if a vendor is a Port Authority certified WBE, they can self-perform the 10% goal and do not need to subconsult that portion out.)
Answer #2: Firms can meet and self-fulfil their relative M/WBE and Service-Disabled Veteran-owned Business Enterprise (SDVOB) participation goals if they are Authority-certified MBE, WBE and SDVOB or SDVOB certified in the State of New York, subject to the approval by the Authority’s Office of Diversity, Equity and Inclusion on a task order basis. Note that all firms are encouraged to use every good-faith effort to utilize subconsultants who are Authority-certified MBEs, WBEs and SDVOBs or SDVOBs certified in the State of New York to the maximum extent feasible.
Question #3: Can non-MBE/WBE certified firms be proposed as subconsultants for this RFP?
Answer #3: Yes. You can propose non-certified firms as subconsultants; however, they cannot be counted as credit towards the MBE/WBE/SDVOB goals (20% MBE, 10% WBE and 3% SDVOB). Good faith efforts should be exercised as a priority and are recorded as a matter of record. If you cannot find a firm to meet the criteria for MBE/WBE/SDVOB credit, then you can proceed to firms that are not certified.
Please include with your Proposal an explanation as to your search criteria as part of the RFP scope for which you are seeking a subconsultant. However, we encourage the use of certified firms to the maximum extent possible.

Question #4: How many references do we need to provide?
Answer #4: Refer to Section III. Submission Requirements, Letter C: Transmittal Letter. It is your firm’s business decision as to how many references you would like to provide to demonstrate compliance with the “Proposer Requirement” as noted in Section I.
Question #5: How many project examples are required?
Answer #5: Refer to Section III. Submission Requirements, Letter G: Firm Qualifications and
Experience.
