About this file
This document is an Addendum #2 to a Request for Proposals (RFP# 6000001198) issued by the Port Authority of New York and New Jersey for expert professional real estate appraisal services. The RFP covers a "Call-In" program for appraisal services from 2023 through 2026, with proposals due by 2:00 P.M. on November 18, 2022. The contract will operate on a task order basis, allowing the Authority to request appraisal services as needed during the specified period.
The addendum clarifies subconsultant participation goals, specifically a 30% Minority and Women-owned Business Enterprise (MWBE) target, with 20% for MBEs and 10% for WBEs, plus a 3% goal for Service-Disabled Veteran-Owned Businesses (SDVOBs). Proposers must explain how they will meet these goals, providing names and addresses of potential participating firms. Participation Plan forms are not required at initial submission but will be needed with future task order proposals. Interested firms can contact Ms. Nicole Kuruszko for additional information.

SUBJECT: REQUEST FOR PROPOSALS FOR PERFORMANCE OF EXPERT
PROFESSIONAL REAL ESTATE APPRAISAL SERVICES AS
REQUESTED ON A “CALL-IN” BASIS DURING 2023 THROUGH 2026
(RFP# 6000001198) – ADDENDUM #2
Dear Sir or Madam:
The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.
Question #1: Please clarify the subconsultant goals and what information should be submitted as part of Section III, Letter I.
Answer #1: Please refer to Section 19 of the Standard Agreement, specifically the last paragraph on page 8 which states the following, “The Authority has set a goal of twenty percent (20%) participation by qualified and Authority certified MBEs and ten percent (10%) for qualified and Authority certified WBEs on technical service projects for a total combined MWBE goal of thirty percent (30%), and three percent (3%) of the total contract price for Port Authority certified SDVOBs or SDVOBs certified in the State of New York.”
At a minimum, proposers must explain in their proposals how they intend to meet the Authority subconsultant goals as spelled out in the last paragraph of page 8 of the Standard Agreement.
Provide the names and addresses of all MBE/WBE/SDVOB firms that shall be included in the Participation Plan. If none are identified, describe the process for selecting participant firms in order to achieve the good faith goals under this Agreement. If possible, indicate the percentage of MBE/WBE/SDVOB participation expected to be achieved, and describe the specific scope of work the MBE/WBE/SDVOB firms would perform.
Question #2: Are M/WBE and SDVOB Participation Plans required at the time of submission?
Answer #2: Participation Plan forms are not required at the time of this submission, but will be required at the time of task order proposals should your firm be selected for this Call-In Program.
Refer to Section III. Submission Requirements, Letter I., fourth paragraph. “The Consultant shall include their MBE/WBE Participation Plans (Form PA 3760C) with their task order proposals, to be reviewed and approved by the Authority’s ODEI. Concerning SDVOB participation, the Consultant shall include their SDVOB Participation Plans (Form PA 3760SDV1) with their task order proposals, to be reviewed and approved by the Authority’s ODEI.”
The date for receipt of proposals for the subject RFP remains 2:00 P.M. on November 18, 2022.
