About this file
This is Addendum #3 to a Request for Proposals issued by the Port Authority of New York and New Jersey for expert professional real estate advisory services to be provided on a "call-in" basis during 2023 through 2026 (RFP# 6000001194). The addendum changes the proposal submission deadline to 2:00 P.M. on November 29, 2022, and provides answers to four questions submitted by potential proposers regarding reference requirements, project examples, and subconsultant qualifications.
The addendum clarifies important diversity and inclusion requirements, specifying that certified Minority/Women-owned Business Enterprise (M/WBE) firms can self-satisfy their respective participation goals (20% MBE, 10% WBE, and 3% SDVOB) if they hold Authority certification or New York State SDVOB certification, subject to approval on a task order basis. Non-certified firms may be proposed as subconsultants but cannot count toward diversity goals, though good faith efforts must be documented if certified firms cannot be identified. The Authority encourages maximum utilization of certified firms and requires proposers to demonstrate compliance with proposer requirements through references and project examples as detailed in the original RFP's submission requirements sections.

SUBJECT: REQUEST FOR PROPOSALS FOR PERFORMANCE OF EXPERT
PROFESSIONAL REAL ESTATE ADVISORY SERVICES AS
REQUESTED ON A “CALL-IN” BASIS DURING 2023 THROUGH 2026
(RFP# 6000001194) – ADDENDUM #3
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) hereby amends the subject Request for Proposals (RFP) as follows:
Please Note: The date for receipt of proposals for the subject RFP has changed to 2:00 P.M.
on November 29, 2022.
The following are questions from RFP recipients. The questions and the corresponding Authority answers are provided for your information and use, as appropriate.
Question #1: Can Port Authority certified Minority/Women-owned Business Enterprise
(M/WBE) firms self-satisfy/perform their respective portion of the MWBE goals listed? (For example, if a vendor is a Port Authority certified WBE, they can self-perform the 10% goal and do not need to subconsult that portion out.)
Answer #1: Firms can meet and self-fulfil their relative M/WBE and Service-Disabled Veteran-owned Business Enterprise (SDVOB) participation goals if they are Authority-certified MBE, WBE and SDVOB or SDVOB certified in the State of New York, subject to the approval by the Authority’s Office of Diversity, Equity and Inclusion on a task order basis. Note that all firms are encouraged to use every good-faith effort to utilize subconsultants who are Authority-certified MBEs, WBEs and SDVOBs or SDVOBs certified in the State of New York to the maximum extent feasible.
Question #2: Can non-MBE/WBE certified firms be proposed as subconsultants for this RFP?
Answer #2: Yes. You can propose non-certified firms as subconsultants; however, they cannot be counted as credit towards the MBE/WBE/SDVOB goals (20% MBE, 10% WBE and 3% SDVOB). Good faith efforts should be exercised as a priority and are recorded as a matter of record. If you cannot find a firm to meet the criteria for MBE/WBE/SDVOB credit, then you can proceed to firms that are not certified.
Please include with your Proposal an explanation as to your search criteria as part of the RFP scope for which you are seeking a subconsultant. However, we encourage the use of certified firms to the maximum extent possible.
Question #3: How many references do we need to provide?
Answer #3: Refer to Section III. Submission Requirements, Letter C: Transmittal Letter. It is your firm’s business decision as to how many references you would like to provide to demonstrate compliance with the “Proposer Requirement” as noted in Section I.

Question #4: How many project examples are required?
Answer #4: Refer to Section III. Submission Requirements, Letter G: Firm Qualifications and
Experience.
