About this file
This is Addendum #1 to a Request for Proposals (RFP# 6000001194) issued by The Port Authority of New York and New Jersey for Expert Professional Real Estate Advisory Services to be performed on a "call-in" basis during 2023 through 2026. The RFP seeks qualified firms for four categories: Real Estate Advisory Services, Real Estate Advisory Services (Small Business Enterprises), Real Estate Appraisal Services, and Real Estate Appraisal Services (Small Business Enterprises). Services include market analysis, development planning, expert advice, strategic planning, economic analyses, appraisal services, expert testimony, and meetings. The addendum modifies submission requirements for staff qualifications, changes "Engineers" to "Professional Personnel" for hourly rates, and revises the Management Approach section. A pre-proposal meeting was held November 8, 2022, and proposals remain due at 2:00 P.M. on November 17, 2022.
The addendum clarifies that firms may submit fully loaded hourly billing rates instead of multipliers and hourly rates, which should include all overhead, benefits, and taxes. Insurance requirements vary by category, with standard firms requiring $5 million in Commercial General Liability and Professional Liability coverage, while Small Business Enterprises require $2 million coverage. The Port Authority has established participation goals of 20% for Minority-owned Business Enterprises (MBE), 10% for Women-owned Business Enterprises (WBE), and 3% for Service-Disabled Veteran-Owned Businesses (SDVOB). The document includes an attendee list from the pre-proposal meeting showing 13 firms participated, and indicates that firms should demonstrate understanding of the scope of work by addressing specific submission requirements including staff qualifications, firm experience, and management approach.

SUBJECT: REQUEST FOR PROPOSALS FOR PERFORMANCE OF EXPERT
PROFESSIONAL REAL ESTATE ADVISORY SERVICES AS
REQUESTED ON A “CALL-IN” BASIS DURING 2023 THROUGH 2026
(RFP# 6000001194) – ADDENDUM #1
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) hereby amends the subject Request for Proposals (RFP) as follows:
• In the RFP Letter, Section III. Submission Requirements, replace Letter E. Staff Qualifications and Experience in its entirety with the following:
E. Staff Qualifications and Experience
In this section, detail the experience of key individuals (including subconsultants, if any) to be responsible for the successful completion of the contemplated services. Attach a detailed resume for each key individual that includes their relevant experience and specific areas of expertise. The resumes should contain their education, professional credentials and clearly identify the years of experience in the field related to the tasks for which the individual will be responsible.
• In the RFP Letter, Section III. Submission Requirements, under Letter F., number 2., replace “2. Engineers (Actual Hourly Rate)” with “2. Professional Personnel (Actual Hourly Rate).”
• In the RFP Letter, Section III. Submission Requirements, replace Letter H. Management Approach in its entirety with the following:
H. Management Approach
Provide your proposed Management Approach to performing the required services, being responsive to the client’s needs, keeping the client apprised of the project status, and to ensuring the quality of the work product.
The following are questions from RFP recipients. The questions and the corresponding Authority answers are provided for your information and use, as appropriate.
Question #1: Is the Authority able to provide the list of the subject RFP’s attendees and presentation from the November 8, 2022 pre-proposal meeting?
Answer #1: The Authority has attached the subject pre-proposal meeting’s attendee list and presentation for your reference.

Question #2: Instead of providing multiplier(s) and hourly/billing rates, as instructed in the RFP Letter under Section III. Submission Requirements, Letters D. and F., can our firm submit to you fully loaded hourly billing rates instead?
Answer #2: Yes, you can provide fully loaded hourly billing rates instead. Include the names, titles, and corresponding fully loaded hourly billing rates for technical personnel who will be assigned to perform the services requested (including subconsultant(s), if any). The fully loaded hourly billing rate for each employee is the amount to be paid to you and is full compensation for all overhead, benefits, taxes, etc., paid by you.
Question #3: Where should the proposer address the items in the Attachment A (Scope of Work)?
Answer #3: Demonstrate your firm’s understanding of the Attachment A (Scope of Work) by addressing letters E., G. and H. under Section III. Submission Requirements of the RFP letter.
The date for receipt of proposals for the subject RFP remains 2:00 P.M. on November 17, 2022.
