About this file
This document is an Addendum #2 issued by the Eastern Municipal Water District (EMWD) for RFP #3835 concerning Ultra-Low Ash Natural Gas Engine Oil. The addendum addresses seven specific questions from potential proposers regarding the solicitation, including tank specifications, delivery requirements, and contract terms. The document indicates that the current incumbent is Flyer's Energy and that proposers must provide a loaner tank along with the product to be considered for award.
The addendum clarifies that EMWD prefers a single 2000-gallon storage tank with a pneumatic pump for oil transfer to a 1000-gallon tanker truck, though they will consider alternative tank configurations. Payment terms are standard Net 30, with flexibility for proposers to suggest alternate terms on the Price Form. The district allows for one price increase per year on the contract anniversary date, and proposers must submit any proposed exceptions or alternations in the Additions, Deletions, and/or Exceptions portion of their submittal. Proposers are also advised that remote inventory monitoring could be an acceptable option if proposed at the time of submittal.

RFP #3835
SUBJECT: ADDENDUM #: 2
Eastern Municipal Water District has received a request for additional information concerning RFP #3835, Ultra-Low Ash Natural Gas Engine Oil. The following information has been requested:
1. Question #1: Who is the incumbent?
Answer: Flyer’s Energy
2. Question #2: Can you please provide the bid tabulation for the previous award?
Answer: Please submit a Pulblic Records Request via JustFoia.

3. Question #3: If unable to provide the loaner tank, can you still be considered for award on the product alone?
Answer: No.
4. Question #4: Would the District consider 4 500-gallon tanks, or 2 1000-gallons tanks in lieu of 1 2000-gallon tank?
Answer: The oil is transferred from the storage tank to a 1000-gallon tanker truck for delivery to the remote facilities. A single 2000-gallon tank is preferred; the current tank has a single pneumatic pump with the hose and fittings to fill the oil truck. There is limited area for oil storage, multiple tanks may have a larger footprint and would need to be plumbed together to a single pump/fill provision.
5. Question #5: Can the awardee put remote inventory monitors on the tank(s) and deliver product as needed?
Answer: EMWD will consider this option. Please submit with your proposal at time of submittal for consideration.

6. Question #6: What are the District's Payment Terms (ex. Net 30 Days)?
Answer: Standard payment terms are Net 30. However, proposers can present alternate payment terms on the Price Form.
7. Question #7: Due to the volatile petroleum market, will the District allow for price adjustments every 6 months, or annually over the 5-year award? Otherwise, potential price escalation would have to be baked into the per gallon cost, not offering the District the most competitive pricing.
Answer: Reference Section 6.29 Contract Period And Price Escalation. EMWD allows for one price increase per year on the anniversary date of the agreement. If alternate term will be proposed, ensure that it is included with the Additions, Deletions, and/or Exceptions portion of the submittal.
All other information remains the same.
