About this file

This document is a Request for Proposal (RFP) #3835 from the Eastern Municipal Water District (EMWD) for Ultra-Low Ash Natural Gas Engine Oil and related services. The RFP covers the procurement of ultra-low ash natural gas engine oil, emergency delivery services, and installation/monthly fees for a 2,000 double wall steel tank over a five-year contract period. The proposal requires vendors to submit comprehensive pricing for per-gallon oil costs, emergency delivery charges, tank installation, and monthly tank fees, with the understanding that all prices must include labor, equipment, materials, transportation, delivery, overhead, travel, profit, insurance, taxes, licenses, and other incidental costs.

The pricing form encourages vendors to offer early payment discounts, which will be considered in the evaluation criteria. Proposers must complete multiple forms including business information, references, subcontractor lists, and various compliance acknowledgments related to California Air Resources Board (CARB) regulations for off-road and on-road vehicles. Key compliance requirements include verifying that all vehicles and equipment used in the project meet specific emissions and inspection standards. Vendors must also provide insurance affidavits, safety documentation, and attest to their Cal/OSHA compliance history. The RFP emphasizes the contractor's responsibility for maintaining regulatory compliance throughout the contract term and for verifying compliance of subcontractors and rental equipment.
