2.5 ENGINEER’S RESPONSE TO BIDDER QUESTIONS
Q: #6. Please confirm correct unit of measure (S.Y. vs. acre) and correct quantity for Item 9, given the Bid Schedule's 1,936 S.Y. vs. Spec's “paid by the acre” language and an independent takeoff of ~1,102 S.Y.
A: 1,102 S.Y. is the correct area. Please see attached revised Bid Schedule.
Q: #7. Confirm which Bid Schedule item(s) carry procurement/installation cost of the slide gates described in Section 35 20 16 of the project specifications.
A: Slide gates to be included with Bid Items 18 and 19 as shown on drawings.
Q: #8. We request any hydraulic/hydrologic survey data, historic peak-flow records, and geotechnical data for the 200 cfs diversion work area to properly prepare to mitigate for the flow through this area during the time of work.
A: The attached document (Mill Creek flows.docx) provides the known historic peak-flow records.
Q: #9. Please provide the tree inventory/caliper schedule supporting the 29 EA quantity, or confirm the basis for the count such as diameter sizing to determine which trees are to be removed.
A: Number of trees were determined by on site survey of trees in project disturbance area. As per part D.2 of section 00 21 13 contractors are to visit the site to become familiar with local conditions that may affect cost, progress, performance, or furnishing of the Work.
Q: #10. Define measurable completion/acceptance standards for the homeowner-specific items
(fencing, rock/composter salvage, vine relocation, access gate).
A: Work to be performed per notes 3, 4, and 5 of drawing sheet C-1 and restore to preconstruction conditions.
Q: #11. Confirm whether a Phase I/II ESA exists for the corridor and describe the differing-site-condition protocol should these environmental or contamination of soils be discovered.
A: There are no anticipated contaminated soils per attached Geotechnical report.
Q: #12. Confirm the governing antenna pole base dimension (12″ vs. 18″) and point of contact
(Le Tran vs. Robert Pier). Also, Sheet E6.1 2.17 SCADA System Note 3 is struck out;
however, there are notes to coordinate pole installation with Robert Pier. Please clarify if pole will be in contractor's scope of work.
A: Antenna pole base dimension shall be 18” per detail 2 on sheet E-5.2 and is in the contractor’s scope. Robert Pier is the point of contact per general note 3 on sheet E-
6.1.
00 91 13. 2 - 3
Q: #14. Do you have a description and gradation of the 12" granular filter material under rip rap?
I couldn't find anything in the referenced APWA spec.
A: See revised section 31 37 00.
Q: #20. If we are to abandon the existing pipes considered "relics", how are we to abandon them that will be accepted by the governing body? Please let us know what will be required to be considered complete in the abandoning on these pipes.
A: There are no existing pipes to be abandoned in the project.
Q: #21. On sheet C-3, a 12" steel pipe is shown but it is unknown as to whether this pipe is existing or to be installed by the contractor. Please confirm whether this is an existing pipe that is just to be tied into or if this is a new install. Please also confirm the wall thickness for this pipe as it is only shown as "STD WALL STEEL PIPE".
A: The pipe is to be new at a thickness of 0.375”. Please see revised C-3.
Q: #23. On sheet C6, the three sided precast culvert is shown to have precast footings.
Please clarify this to actually be expected to be precast or if it is meant to be cast in place footings that the precast, three sided culvert bears upon. If it is, in fact, supposed to be precast, is the three sided culvert to be cast with these footings attached or is there another way these footings are to be joined to the culvert?
A: The footings are to be precast and separated from the 3-sided culvert.
Q: #24. Please confirm geofoam type/grade (ASTM D6817), density, and board dimensions for the Creek Crossing Structure fill.
A: It is to be EPS12 and corresponding specification shall be attached.
Q: #27. Confirm which Bid Item includes the cost of required privacy construction fencing (to contain the adjacent homeowner's dogs), or whether a separate quantity/spec should be issued - none currently exists.
A: Added Bid Item 36 for Privacy Fencing. See attached revised Bid Schedule.
Q: #29. Please provide a station-range table showing where each gabion basket type
(2/3/4-basket) begins and ends along both banks. It is currently not able to be determined where one type begins and ends from the drawings alone.
A: Added clarification notes on sheet PP-3. See revised sheet.
Q: #31. In the gate specification section, hydraulic gates are called out specifically; however, on the drawings, gates are called out to be electrically actuated. Please clarify which design/specification is desired on the project.
A: Gates are to be electrically actuated as per the drawings.
Q: #32. Please confirm the desired mix design and class for the asphalt to be utilized on this project.
A: See attached Detail 110 of Millcreek City.
00 91 13. 2 - 4
Q: #33. Please confirm the existing thickness of the asphalt on Murphy Lane.
A: Existing asphalt is 5 1/2" per the geotechnical report.
Q: #34. Please confirm the existing thickness of asphalt to be placed back on the Murphy Lane
Crossing as well as the thickness of roadbase desired for this area as well.
A: See attached Detail 110 of Millcreek City.
Q: #37. Sheet S-10 shows a 12" RCP storm drain daylighting through the Southwest
Retaining Wall (gabion "divot" end treatment, non-shrink grout seal), with no length, station limits, or pipe class given, and no Bid Schedule item appears to include it -
Item 26 is described only as the wall structure. Confirm the pipe's length/station limits, class/material spec, and which Bid Item carries its furnish-and-install cost, or whether a separate pay item should be added.
A: S-10 shows incorrect size, revised to correct size of 15”. Pipe information is provided on sheet PP-2. Item to be paid as part of bid item 28.
Q: #38. No provision in the 210-page manual addresses an in-water work window, fish-passage/spawning-season restriction, or other environmental-permit-driven seasonal limitation on stream diversion/dewatering or in-channel work. Given the fixed Feb 28, 2027 completion date and an anticipated late-2026 NTP, confirm whether any Utah DWRi, DWQ, Army Corps (404/401), or DWR fish-related permit condition restricts timing of in-channel work on this reach of Mill Creek.
A: Please see attached Stream Alteration Permit and Flood Control Permit.
Q: #39. Doc 00 73 50/Spec 33 08 00 establish a full potable-water commissioning sequence (200 psi/2-hr hydrostatic test, chlorination, de-chlorination, two passing
City-lab bacteriological samples) applying to City-owned water/sewer/storm facilities.
Item 17's 18" DIP siphon connects to "existing irrigation/CMP" (non-potable). Confirm whether the full potable-water commissioning sequence applies to this non-potable line, or whether a lesser standard, such as a leak only test, governs.
A: The pipes shall follow the non-potable test schedule per specification 33 08 00 Table
3.
Q: #43. Are there Electric Motor Actuator Specs for the Hydraulic Slide Gates (spec section 35 20 16)?
A: Per part 2.1D of Section 35 20 16.03, “Gate actuators shall be sized, selected, and furnished by the gate manufacturer. They shall be adequately braced to prevent warping and bending under the intended usage. Gate actuators throughout the project shall be products from a single manufacturer. PART 3 EXECUTION
SUBGRADE PREPARATION
Clear and grub the site in accordance with Section 31 11 00 – Clearing, Grubbing, and Stripping.
Dewater the site in accordance with Section 31 23 19 – Dewatering.
The grade on which the Geofoam fill will be placed shall be graded to the elevations shown in the contract drawings. The finish-grade shall be smooth and free from holes and protruding objects. An 8 inch leveling pad shall be constructed over the prepared grade.
The leveling pad material shall be sand, pea gravel or any locally available permeable material approved by ENGINEER.
PLACEMENT
EPS Geofoam fill shall be placed to the lines and grades shown in the plans and as directed by ENGINEER. The surface of a layer of Geofoam blocks to receive additional Geofoam blocks shall be constructed with a variation in surface tolerance of no more than
0.05 feet in any 10 ft interval. All blocks shall accurately fit relative to adjacent blocks. No gaps greater than 0.07 ft will be allowed on vertical joints.
083.43.210 31 23 23.43 - 5
The finished surface of the Geofoam immediately beneath pavement sections shall be constructed to within the tolerance of zero to minus 0.20 ft of the indicated grade.
The finished surface of the Geofoam on side slopes that receive soil cover shall be constructed to within a tolerance of plus 0.30 ft to minus 0.30 ft of the indicated grade.
Blocks placed in a row in a particular layer shall be offset 2.0 ft relative to blocks placed in adjacent rows of the same layer as shown on the plans. In order to avoid continuous joints, each subsequent layer of blocks shall be rotated on the horizontal plane 90 degrees from the direction of placement of the previous layer placed.
When needed to prevent blocks sliding during embankment construction, Insulgrip by Insulfoam, Geogripper by Foam Control, or approved equal, plates or a urethane adhesive such as Flexible Fast should be placed between horizontal layers of blocks. For the number required, refer to Paragraph 3.3 of this specification.
Blocks shall be cut using a hot wire.
Because of the light unit-weight of the geofoam fill, it is CONTRACTOR's responsibility to provide temporary weighting and/or guying as necessary until all the blocks are built into a homogeneous mass, and the pavement section as well as any soil cover are in place.
Embankment over the side slopes of the Geofoam fills shall be placed starting at the bottom of the slope in such a manner to prevent damage to the Geofoam. Finished Geofoam on side slopes shall have a minimum of 2 ft embankment cover.
The embankment material, in areas beyond the lateral distances necessary to protect Geofoam from damage, shall be compacted according to Section 31 23 23 – Excavation and Backfill for Structures. The intent of this requirement is to minimize the encompassed zone around the Geofoam fill.
During placement of the load distribution slab over the top surface of the Geofoam fill it is permissible to use rebar supports to support the reinforcing steel during concrete placement.
CONNECTORS
Connectors shall be galvanized steel multi-barbed connectors or a urethane adhesive.
Each connector shall have a lateral holding strength of at least 60 lbs when tested with an EPS15 Geofoam.
Install a minimum of 2 connectors for each 4 ft x 8 ft section of Geofoam material or as shown on contract drawings or directed by ENGINEER. Press firmly into the rigid foam until the connector is flush with the surface. Position the next foam block as specified and seat firmly before placing subsequent blocks.
