The project involves the complete razing of all buildings and structures at the 73,320 square foot site originally constructed in 1967, including removal of all building contents, foundations, slabs, footings, below-grade structures, and surface improvements. Prior to demolition, the contractor must remove asbestos-containing materials (ACMs) including 73,320 square feet of flooring and mastic, 325 chalkboards and adhesives items, and all window and door caulk systems. Additionally, the contractor shall remove regulated hazardous materials including 370 lighting fixtures, 190 hydraulic door closures, 16 water fountains containing CFCs, and all HVAC systems containing CFCs/Freon. The base bid contract includes two allowances: $100,000 for unforeseen ACM conditions and $20,000 for lab packing of household, office, and boiler chemicals. The roofing systems (73,320 square feet) and miscellaneous mastics shall remain with the structure during demolition. The project target duration is 30 working days per site with standard work hours from 6:30 AM to dusk, with Saturday work permitted and Sunday/holiday work requiring approval.

The contractor bears full responsibility for obtaining and paying for all demolition permits, agency notifications, environmental filings, air quality notifications, street and traffic permits, hauling permits, and disposal approvals prior to commencing work. The scope requires strict environmental and hazardous material controls including compliance with all federal, state, and local regulations, continuous dust suppression using wet methods, misting, and prevention of off-site dust migration. The contractor must provide temporary construction fencing with locked gates, controlled entry points, portable sanitation facilities, and maintain a designated on-site supervisor at all times with weekly safety meetings and OSHA compliance. All workers must wear high-visibility vests and required personal protective equipment, and the contractor shall provide vehicle escorting when SLPS staff or students are present. Upon completion, the contractor must remove all demolition debris, backfill and compact the site, rough grade for drainage, and eliminate all hazards, with final acceptance subject to SLPS inspection. Submittal requirements include company qualifications, demolition experience, similar project history, safety records and EMR, City of St. Louis demolition contractor certification, business violations or fines from the preceding three years, proposed schedule, equipment list, key personnel, and comprehensive plans for permitting, waste disposal, dust control, and traffic control.
