About this file

This is a Request for Proposal (RFP) issued by the Texas Department of Criminal Justice (TDCJ) soliciting proposals for Prison Rape Elimination Act (PREA) audit services to assess compliance at TDCJ facilities with PREA Prisons and Jail Standards. The solicitation number is 696-AR-26-P018, issued on April 13, 2026, with a proposal deadline of May 13, 2026 at 3:00 p.m. CT. The TDCJ seeks certified PREA Auditors to conduct audits at designated facilities on scheduled dates throughout the contract term, with audits spanning from September 2026 through August 2031. The contract includes a base period from September 1, 2026 through August 31, 2027, followed by four optional one-year renewal periods. The base period includes audits at 34 TDCJ facilities with varying inmate populations and interview durations of 2 to 4 days per facility. No site visits, bidders' conferences, or formal award dates are specified in the solicitation. Written questions for clarification must be submitted by April 27, 2026, with Department responses due by April 30, 2026.

The solicitation structure requires respondents to submit pricing on a per-facility basis, with all costs including travel and related expenses embedded in the fixed price. The RFP does not identify any specific set-asides or incumbent contractor. Evaluation criteria are weighted as follows: Cost (40%), Technical qualifications (30%), Experience (15%), Financial Strength (5%), and Past Performance (10%). Minimum qualifications require respondents to possess DOJ-certified PREA Auditors prior to contract execution and maintain certifications throughout the contract term, with the ability to commence operations without financial assistance from the Department. Respondents must provide two years of audited financial statements, references from similar work performed, proof of Texas business registration, and DOJ PREA Auditor certification documentation. The contract is firm fixed-price with no minimum utilization guarantee, invoicing upon completion of each audit with Department payment within 30 days. Insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Crime Insurance ($1,000,000), and Cybersecurity Insurance ($1,000,000).
