About this file
This is an Energy Permit Compliance Certificate issued by the Division of Facilities Construction and Management (DFCM) for Southern Utah University's new Ticketing and Concessions Building (Project #136440) located in Cedar City, Utah. The 827 square foot nonresidential dining facility is designed to comply with the 2021 International Energy Conservation Code (IECC) for Climate Zone 5b new construction. The project includes a single-zone packaged terminal heat pump HVAC system with a heating capacity of 36,700 kBtu/h and cooling capacity of 39,700 kBtu/h, an electric storage water heater with 30-gallon capacity, and comprehensive lighting systems for interior and exterior spaces. The envelope design incorporates insulated roof assemblies, masonry walls with metal furring, insulated metal doors, and windows with thermal breaks. The building achieved design ratings substantially exceeding code requirements: 23% better than code for envelope compliance, 45% better than code for interior lighting, and 74% better than code for exterior lighting.
The project has earned 10.0 energy efficiency credits against a required 15.0 credits through enhanced envelope performance (5.0 credits), enhanced digital lighting controls (3.0 credits), energy monitoring (3.0 credits), 5% cooling efficiency improvement (2.0 credits), and 5% heating efficiency improvement (2.0 credits). Interior lighting design incorporates 370 proposed watts compared to 671 allowed watts across concession, storage, and ticketing areas, utilizing LED fixtures with occupancy sensors and manual controls. Exterior lighting uses 234 proposed watts across tradable zones with daylight shutoff and timeswitch controls. The mechanical, electrical, envelope, and plumbing systems have all been certified as compliant with mandatory 2021 IECC requirements, with comprehensive commissioning, testing, and operations and maintenance documentation required upon project completion. The construction cost estimate is $487,956.00, with bidding limited to contractors prequalified under the Stage I Prequalification for Contractors process as of the solicitation date.
