Required steps include placing qualified enterprises on solicitation lists, soliciting potential sources whenever economically feasible, dividing total requirements into smaller tasks to increase participation opportunities, establishing delivery schedules that encourage participation by targeted enterprises, and utilizing support services from organizations such as the Small Business Administration and the Minority Business Development Agency.
