About this file

This is a Request for Proposals (RFP) issued by Atlanta Public Schools (APS) for Workers' Compensation Third-Party Administrator (TPA) services. APS, the seventh-largest school district in Georgia with approximately 48,702 students and 6,330 employees, seeks a qualified contractor to provide comprehensive turnkey administration for its self-insured workers' compensation claims program. The TPA must assume administration of new and existing claims without service interruption and provide web-based claims administration systems, data conversion services, indemnity and disability payment processing, medical cost control services, bill review, fraud control, required regulatory reporting, data protection and privacy maintenance, attendance at claims meetings, SAS 70 certification evidence, software interface capability with APS's Quick Internet Solutions Software (QISS), medical case management, investigative services, and physician, physical therapy, and pharmacy networks. APS currently experiences approximately 32 lost time claims and 238 medical-only cases annually, with current open claims totaling 140 lost time and 100 medical-only cases. The pre-proposal conference is scheduled for March 19, 2026, at 2:00 p.m. ET via Microsoft Teams, with a written question deadline of March 20, 2026, at 12:00 p.m. ET. Proposals are due online by April 3, 2026, at 11:00 a.m. ET through the Bonfire portal. The contract will commence upon execution with an initial one-year term and four optional one-year renewals, contingent upon mutual agreement between APS and the awarded vendor.

Evaluation will occur in two phases, with Phase 1 scoring based on Company Qualifications and Experience (25 points), Methodology and Operations (40 points), and Cost (20 points), for a total of 100 points. Phase 2, at APS's discretion, will involve interviews and presentations. Pricing must be firm for one year from the award date, with price adjustment requests permitted thereafter based on the Consumer Price Index for All Urban Consumers. The contract value is not specified in the RFP, though APS provided seven years of historical claims data ranging from $1.2 million to $4.2 million in total annual paid claims. Vendors must submit audited financial statements for the previous two accounting years, provide minimum three references from similar-sized or larger clients served within the past five years, identify all subcontractors, comply with Georgia House Bill 87 (E-Verify requirements), obtain Georgia business licensure and registration, complete a criminal background check at a cost of $47.23, and maintain comprehensive insurance coverage including Workers' Compensation (statutory limits), General Liability ($2 million aggregate), Automobile Liability ($1 million combined single limit), and Umbrella Liability ($1 million per occurrence).
