About this file
This is a pre-bid conference minutes document for the City of Fort Worth, Texas, regarding the Westside Water Treatment Plant (WTP) WS-III and WS-IV Pipeline Extensions project (City Project No. 102052-3), prepared by CDM Smith as the design engineer. The project involves open cut construction of 510 linear feet (LF) of 16-inch ductile iron pipe (DIP) water line for WS-III, 500 LF of 36-inch DIP water line for WS-IV, 439 LF of common trench with granular embedment, 154 LF of common trench with concrete encasement, along with associated gate valves, air release valve assemblies, manholes, concrete driveway demolition and repair, wrought iron fence and brick column work, and surface restoration and sodding. The pre-bid conference was held on September 22, 2026, at 10:00 a.m. via Microsoft Teams. Electronic bids were due on Thursday, October 1, 2026, at 2:00 p.m. CST via the City of Fort Worth Procurement Portal, with public bid opening at New City Hall. Contractors were required to submit intent to bid before the bid deadline, and questions were due by Friday, September 25, 2026, at 2:00 p.m. The project includes a substantial completion requirement of 180 days and final acceptance within 210 days. Construction sequencing involves connecting both pipelines to existing steel pipelines on the HSPS Discharge Header with welded steel tees and spool pieces, requiring coordination with plant operations and advance notification of facility shutdowns.
The estimated original project construction cost (OPCC) is $1.5 million. The City of Fort Worth established a 30 percent Small Business Enterprise (SBE) goal, with SBE firms required to be located in the five-county marketplace of Denton, Johnson, Parker, Tarrant, and Wise counties and certified by one of four agencies: North Central Texas Certification Agency (NCTRCA), Dallas/Fort Worth Minority Development Council (DFWMSDC), Women's Business Council Southwest (WBCS), or Texas Department of Transportation (TxDOT). All SBE certificates must be current and not expired at the time of bid opening. Bidders or their designated subcontractors were required to be prequalified or have applied for prequalification by the City prior to submitting bids, with prequalification applications due at least seven calendar days before the October 1, 2026, bid opening date. Required bid documents included a conflict of interest statement, bid form with addenda acknowledgement, proposal form with total bid amount, bid bond, vendor compliance statement, prequalification statement and application, and bidder pre-qualifications. Plans and contract documents were available on the Bonfire procurement portal.
