About this file
This pre-bid conference PowerPoint presentation outlines the procurement process and requirements for Los Angeles World Airports (LAWA) Request for Bid 5-20260824 A64 for emissions testing services at Los Angeles International Airport's Central Utility Plant (CUP). The scope of work encompasses emissions testing of gas turbines, duct burners, and packaged boilers in compliance with South Coast Air Quality Management District (SCAQMD) Regulation XX, Rule 2012 (RECLAIM), including RATA testing of Continuous Emissions Monitoring Systems (CEMS), ammonia slip testing, and emissions source testing with AQMD-ready reporting and regulatory support. The RFB was released on August 19, 2026, with a mandatory pre-bid conference scheduled for August 27, 2026, at 1:00 PM Pacific Time. The deadline for submitting written questions is September 16, 2026, at 2:00 PM Pacific Time, and bids are due on September 30, 2026, at 4:00 PM Pacific Time. This is a five-year successor contract with critical coordination requirements tied to CUP operational schedules. Bid results will be posted on the LAWA Euna Procurement (Bonfire) portal within ten business days of the bid due date.
Bidders must possess SCAQMD LAP certification and demonstrated experience with RECLAIM and major source testing. The procurement includes LAWA's Local Business Preference Program (LBPP) to encourage local business participation and job creation. All bids must include mandatory administrative requirements including a Vendor Identification Form, notarized Affidavit of Non-Collusion, CEC Form 50 (Municipal Lobbying Ordinance), and CEC Form 55 (Bidder Contributions). Failure to submit any required forms renders proposals non-responsive and subject to rejection. Selected contractors must comply with additional requirements including affirmative action, child support obligations, living wage ordinance compliance, business tax registration, and insurance provisions. All questions must be submitted in writing through Bonfire's Vendor Discussions tab, and bidders must monitor the Public Notices tab for addenda and Q&A responses.

These requirements are mandated by one of three authorities: the Los Angeles City Charter, the Los Angeles Municipal Code, or the Los Angeles Administrative Code.
Submitting an incomplete form or failing to submit a required form may deem bids/proposals as non-responsive and could result in their rejection.
