Summary

This is a Scope of Work document from the City of Los Angeles, Los Angeles World Airports (LAWA), for emissions testing services at the Central Utility Plant (CUP) at Los Angeles International Airport (LAX). The scope encompasses emissions testing of two 4.2 MW Mercury 50S solar gas turbines, their associated 35.8 MM Btu/Hr. natural gas duct burners equipped with selective catalytic reduction (SCR) systems, and two Unilux low NOx packaged boilers rated at 18 MM Btu/Hr. each. The work is mandated by the South Coast Air Quality Management District (SCAQMD) under RECLAIM Regulation XX, Rule 2012 and includes Relative Accuracy Test Audits (RATA), ammonia slip testing, source testing, tune-up testing, and quarterly carbon monoxide periodic monitoring. Testing must utilize EPA-approved and SCAQMD-approved test methods including Methods 7E, 10, and 320. The current contract expires February 17, 2027, and the successor contract will be a five-year engagement. Work will be conducted at the Airports Utilities & Controls Division located at 275 Center Way, Los Angeles, CA 90045, during standard weekly hours of 7:00 a.m. to 3:30 p.m., Monday through Friday, with provisions for overtime and weekend/holiday work as needed.

All bidders must possess a current SCAQMD Laboratory Approval Program (LAP) Certificate for RECLAIM and hold current LAP approval for NOx, CO, O2, ammonia slip testing, and CEMS RATA testing under Rule 2012. Bidders must demonstrate qualified field personnel capable of performing RATA testing, duct burner source testing, and emissions compliance testing and must submit a list of facilities where RECLAIM testing was performed within the past three years, including valid contact information. Contractor pricing must be provided via a detailed Bid Worksheet and include all direct and indirect costs, fringe benefits, overhead, insurance, materials, supplies, local travel within 100 miles of LAX, and general administration within hourly rates. Draft test reports must be submitted within 15 calendar days of test completion, with final reports delivered in AQMD-ready format. The contractor is responsible for responding to SCAQMD data requests and notices of deficiency. Payment is contingent upon LAWA's inspection and written acceptance by a designated project manager, and all correction costs resulting from contractor fault or negligence are the contractor's responsibility.

CITY OF LOS ANGELES – LOS ANGELES WORLD AIRPORTS IS REQUESTING

A BID FOR EMISSIONS TESTING OF AIRPORT UTILITIES AND CONTROLS

DIVISION EQUIPMENT AT LAX

1.0 INTRODUCTION

Los Angeles International Airports’ (LAX) Central Utility Plant (CUP) has two solar gas turbines, each rated at 4.2 MW. The Mercury 50S model turbines are natural gas fired and have waste heat recovery boilers that are also equipped with 35.8 MM Btu/Hr. of natural gas duct burner firing. To reduce NOx emissions from the gas turbine and duct burners, selective catalytic reduction (SCR) systems are installed. The SCR catalyst systems rely upon injecting ammonia vapor (NH3) into the flue gases, which then pass through a catalyst material chemically reducing the NOx to elemental nitrogen and water. Each gas turbine is considered a major source of NOx and is equipped with a dedicated CEMS that will monitor NOx and O2 in the stack exhaust stream, downstream of the SCR. The NOx CEMS utilizes dual range analyzers (0-10 and 0-100). Each waste heat recovery boiler has a natural gas fired duct burner with a capacity of 35.8 MM Btu/Hr. and each duct burner is also classified as a major source of NOx. There are also two Unilux low NOx packaged boilers that have output capacities of 18 MM Btu/Hr. and each packaged boiler is classified as a large source of NOx.

LAWA holds a current contract for emissions testing of airport utilities and controls division equipment that expires on February 17, 2027. The successor contract is planned for a 5-year period.

2.0 SCOPE OF WORK

The Contractor shall conduct South Coast Air Quality Management District (SCAQMD) mandated emissions testing at the CUP at Los Angeles International Airport (LAX) in accordance with RECLAIM
