About this file
This is an evaluation criteria document for Boulder County, Colorado, specifically for the Boulder County Housing Authority (BCHA) mechanical engineering services procurement. The solicitation seeks qualified mechanical engineering firms to provide full mechanical engineering services under a continuing services contract to support housing development, redevelopment, rehabilitation, and renovation activities across BCHA properties throughout Boulder County. The required services include evaluating existing mechanical systems and infrastructure, supporting feasibility analysis and planning, designing complete mechanical systems for new construction and existing buildings, supporting rehabilitation and capital improvement projects, improving energy efficiency and system reliability, and ensuring compliance with applicable codes, standards, and sustainability requirements.
The evaluation process will be conducted by a selection committee that may request additional information from vendors or conduct interviews with selected firms. Proposals will be scored on a 100-point scale distributed across three primary criteria: Demonstrated Capability & Work Product (40 points), which assesses relevant experience, similar project work, key personnel, capacity, and demonstrated ability to perform required services; Understanding of Scope and Approach (35 points), which evaluates understanding of BCHA's needs, clarity of proposed approach, ability to support multiple projects, coordination skills, and overall responsiveness; and Firm and Team Qualifications (25 points), which examines quality of past work, references, reliability, communication, problem-solving abilities, and overall value to projects. The document does not specify pricing terms, contract duration, renewal options, response deadlines, or other administrative details related to the procurement process.
