About this file
This evaluation criteria document outlines the selection methodology for Boulder County Housing Authority's (BCHA) structural engineering services contract in Colorado. The Boulder County Procurement office will utilize a selection committee to review Statements of Qualifications from qualified structural engineering firms. The committee may request additional information, conduct interviews, and will evaluate proposals based on a 100-point scoring matrix. The structural engineering services sought will support BCHA's housing development, redevelopment, rehabilitation, and renovation activities across Boulder County properties, including evaluation of existing structural systems, feasibility analysis, design of structural systems for new construction and existing buildings, support for capital improvement projects, and coordination with other design disciplines and construction teams.
The evaluation criteria assigns point values across three weighted categories: Demonstrated Capability & Work Product accounts for 40 points and assesses relevant experience, similar project work, key personnel, capacity, and demonstrated ability to perform required services; Understanding of Scope and Approach comprises 35 points and evaluates the vendor's understanding of BCHA's needs, clarity of proposed approach, ability to support multiple projects, coordination skills, and overall responsiveness; and Firm and Team Qualifications represents 25 points and considers the quality of past work, references, reliability, communication, problem-solving abilities, and overall value to projects. Further details regarding pricing, contract term, renewal options, and submission deadlines are not included in this evaluation criteria document. Inquiries regarding the Boulder County procurement process should be directed to procurement@bouldercounty.gov.
