About this file

This document is a Request for Proposal (RFP) issued by the Beaufort-Jasper Water & Sewer Authority (BJWSA) for comprehensive engineering services to replace water and force mains on two bridges in the Islands of Beaufort. The project specifically involves replacing an 8" ductile iron water main and 4" ductile iron force main on the Islands Avenue Bridge (leading to Buzzard Island), and an 8" ductile iron water main on the Anchorage Way Bridge (leading to Deer Island). These mains, installed in 2004 and 1999 respectively, need replacement due to saltwater corrosion. The total project involves approximately 1,250 linear feet of water main and 600 linear feet of force main. The solicitation was issued on September 18, 2025, with proposals due by October 9, 2025, at 2:00 PM EST, to be submitted electronically via the BJWSA Bonfire Procurement platform.

The RFP outlines a comprehensive evaluation process where pricing will be submitted separately and will not be reviewed until after qualifications are assessed. The proposal will be evaluated across five criteria: Firm Qualifications and Experience (10%), Project Personnel (10%), Project Approach (40%), Schedule and Availability (10%), and Proposed Fee (30%). The contract will be hourly, not-to-exceed, and must include all associated hourly rates for staff per task. Proposing firms must provide detailed information including a cover letter, qualifications, project personnel details, project approach, schedule, and a proposed fee. The project is anticipated to initiate on December 9, 2025, with potential optional construction phase services lasting approximately 180 days. Introduction Beaufort-Jasper Water Sewer Authority (BJWSA) is seeking proposals from qualified and experienced engineering firms to provide comprehensive engineering services for the replacement of force mains and water mains on two bridges; Islands Avenue Bridge and Anchorage Way Bridge, located in the Islands of Beaufort.

The 8” ductile iron water main and 4” ductile iron force main attached to the Islands Avenue Bridge, leading to Buzzard Island need to be replaced due to pipe deterioration. These mains were installed in 2004 and are approximately 600 lf long, each. The water main and force main have failed in recent years due to saltwater corrosion. Repairing these failures is challenging, as they are located under the bridge and in the marsh. During high tide, some portions of these mains are submerged in salt water. These mains serve 26 lots on Buzzard Island, including a pump station.

The 8” ductile iron water main attached to Anchorage Way Bridge, leading to Deer Island needs to be replaced due to pipe deterioration. The water main was installed in 1999 and is approximately 650 lf long. This main is in the same condition as the mains on Islands Ave Bridge and needs to be replaced due to saltwater corrosion. This water main serves 31 lots on Deer Island, including a pump station.

The Engineer will evaluate the existing conditions of the subject pipes, as well as consider the systems they are a part of to verify required capacities and pressure conditions. The Engineer shall provide an assessment for the replacement of the described combined +/- 1,250 lf of water main and 600 lf of force main.

A Site Plan can be found in Exhibit 3.
