Project Details Detailed Project DescripƟon:
This project involves the comprehensive repair, modernizaƟon, and structural replacement of five aging Utah Department of TransportaƟon (UDOT) stormwater pump houses located in Regions 1 and 2. The sites include the 33rd South, 78th South, and 80th South faciliƟes along Interstate 15, as well as the Morgan West and Morgan East faciliƟes off Interstate 84.
The primary objecƟve of this project is to address criƟcal physical, mechanical, and electrical deficiencies to improve overall system reliability, enhance operaƟonal efficiency, and ensure personnel safety during peak storm events. (Note:
ConverƟng these sites to gravity-fed drainage systems was previously evaluated and is explicitly excluded from this scope due to cost-prohibiƟve roadway reconstrucƟon).
Scope of Work Design teams will be expected to engineer soluƟons that address immediate safety hazards while execuƟng a Ɵered strategy of short-term repairs and comprehensive long-term overhauls. The selected design team will be tasked with providing construcƟon documents for the following key areas:
Structural & Site ReconstrucƟon: Designing complete building replacements for four of the five faciliƟes (all except 80th South) to resolve severe corrosion, failing roofs, and structural deterioraƟon. A criƟcal component of the new structural design will be physically separaƟng the electrical rooms from the wet wells. Design work will also include site access improvements, grading adjustments, retaining walls, and upgraded security fencing.
Mechanical & Pump Upgrades: Redesigning the pumping systems to upsize and replace exisƟng, undersized stormwater pumps. The new pump designs must be capable of conveying high capaciƟes (up to 3,500+ gallons per minute) to adequately handle peak storm flows and prevent localized flooding.
Electrical System Overhauls: Designing complete replacements of the electrical power and control systems. Crucially, the new electrical designs must resolve current safety hazards and comply with NFPA 820 standards (Class I, Group D, Division 2 hazardous locaƟons) by miƟgaƟng the risks of explosive and corrosive gases emanaƟng from the wet wells.
Controls & Remote Monitoring: Engineering the integraƟon of modern, centralized Supervisory Control and Data AcquisiƟon (SCADA) systems, Remote Telemetry Units, and auto dialers to allow UDOT to track real-Ɵme performance and remotely monitor the faciliƟes. New designs must also include standby diesel generators for backup power.
Personnel Safety Improvements: IncorporaƟng criƟcal safety features into the structural design, including OSHA-compliant rescue liŌs, modernized access ladders, and dedicated access ports for forced-air venƟlaƟon to allow safe, confined space entry into the wet wells.
Project Risk Factors:
Electrical and Fire/Explosion Hazards
NFPA 820 Noncompliance: Except for the 80th South locaƟon, the pump houses were not designed to separate the electrical rooms from the wet wells. This unrestricted airflow allows hazardous, potenƟally explosive, and corrosive gases to accumulate around electrical equipment, creaƟng a high-danger environment classified under Class I, Group D, Division 2 hazardous locaƟons.
Arc-Flash and Short-Circuit Risks: The aging electrical systems pose risks of severe injuries from electrical explosions caused by arc faults, necessitaƟng comprehensive fault-current, coordinaƟon, and arc-flash studies to idenƟfy hazards and required protecƟve equipment.
Water Intrusion: Poor site grading at several locaƟons (like 33rd South, 78th South, and Morgan West) direct stormwater into the building entrances, forcing personnel to operate high-voltage electrical equipment while standing in water.
Exposed Power Lines: The Morgan East facility has a uƟlity power service drop that is hanging dangerously low, posing a direct threat to life and property.
Undersized Pumps: The pumps at the 33rd South, 78th South, and Morgan West faciliƟes are currently undersized for peak storm events, creaƟng a severe risk of system overwhelming, surcharging, and localized flooding. Morgan West has already had reports of its discharge flooding a neighboring farmer’s property.
Lack of Backup Power: Neither the Morgan West nor Morgan East pump houses have standby backup generators. Furthermore, past phase loss events at other sites have prevented exisƟng generators from starƟng, leaving the faciliƟes enƟrely without power during outages.
Water Hammer: The 80th South pump house system is experiencing water hammer (loud banging in the piping), which raises the risk of catastrophic damage to the pumps, piping, and valves.
DFCM Form 3c 4
Personnel Safety and Access Hazards
Confined Space Entry Dangers: None of the wet wells are equipped with proper rescue liŌs or retrieval systems.
AddiƟonally, many lack dedicated access ports for forced-air venƟlaƟon, making OSHA-compliant confined space entry difficult and dangerous.
Deteriorated Access Equipment: Access ladders into the wet wells and discharge vaults are severely corroded, and in some cases, have enƟrely broken off and fallen in.
Steep Access Inclines: Accessing the Morgan East and Morgan West pump houses requires personnel to climb steep, unpaved hill slopes, creaƟng slip and fall hazards during maintenance.
Security Risks Unauthorized Entry: The 33rd South and 78th South locaƟons have histories of vandalism, trespassing, and unauthorized camping, which can lead to damaged equipment (such as compromised fencing) and hazards for maintenance workers. Furthermore, none of the faciliƟes currently uƟlize security surveillance systems.
