About this file

This document is a HUB (Historically Underutilized Business) Quick Information sheet for the Texas Facilities Commission (TFC) related to a solicitation (No. 0004145-B) for Doors, Coiling Grilles, Turnstiles, Vehicle Barriers, and Dock Levelers, specifically applying to FMO Maintenance and Repair Contracts. The document outlines detailed requirements for contractors regarding Historically Underutilized Business Subcontracting Plans (HSP), including guidelines for creating and maintaining a master HSP or submitting HSPs for individual services.

The document provides comprehensive instructions for contractors on adding subcontractors and suppliers to their HSP, explaining when HSP revisions are required, such as increasing a subcontractor's awarded amount, adding new subcontractors, or expanding project scope. Key compliance requirements include submitting a Progress Assessment Report (PAR) with each invoice and participating in B2G system audits to confirm vendor payments. Contractors must maintain their HUB Subcontracting Plan throughout the contract's duration, adhering to Texas Administrative Code Title 43 and TFC's HUB Policies and Procedures.
