About this file

This is a Pre-Bid Conference Sign-In Sheet for the Mulino State Airport Runway, Taxilane, and Apron Surface Seal Project (AIP No. 3-41-0072-020-2026) administered by the Oregon Department of Aviation. The voluntary pre-bid conference was held on March 18, 2026, and included representatives from the Oregon Department of Aviation and Century West Engineering, the engineer of record. The project scope encompasses crack sealing (21,724 linear feet), asphalt concrete patching (906 linear feet), surface seal application (54,666 square yards), and pavement marking installation (9,268 square feet) across Runway 14-32, taxilanes A1-A3, and associated apron areas at the airport in Clackamas County. Bidders were required to submit proposals by April 1, 2026, at 4:00 PM Pacific Daylight Time through the OregonBuys electronic procurement system. The project includes three distinct phases with a total substantial completion timeline of 13 consecutive calendar days and final completion within 30 calendar days, with work anticipated to begin in summer 2026.

Award will be made to the lowest responsive, responsible bidder on a lump-sum basis, with a project cost estimate range of $420,000 to $473,000 funded through a combination of 5 percent state funds and 95 percent federal Airport Improvement Program (AIP) funds. Bidders must be registered with the Oregon Construction Contractors Board, comply with prevailing wage requirements under Oregon Bureau of Labor and Industries standards and the federal Davis-Bacon Act (whichever rate is higher), and perform at least 25 percent of total contract work with their own organization. A 10 percent bid security is required, along with Performance and Payment Bonds equal to 100 percent of the awarded contract amount, commercial general liability and automobile liability insurance of $1,000,000 per occurrence, and a $5,000,000 Excess/Umbrella Liability policy. The contract includes liquidated damages of $3,000 per calendar day for failure to meet substantial completion deadlines, 5 percent retainage on progress payments, and a one-year warranty period during which the contractor must remedy defects at no cost to the owner. Award is contingent upon the Oregon Department of Aviation's receipt of sufficient project funding.
