About this file

This is a pre-bid meeting agenda issued by the Oregon Department of Aviation (ODAV) and prepared by Century West Engineering for the Mulino State Airport Runway, Apron, and Taxilane Surface Seal Project (AIP 3-41-0072-018-2025). The project involves minor sealing and asphalt concrete patching on Runway 14-32, Main Apron, North Taxilane, and Hangar Apron; seal coat surface seal application on Runway 14-32, North Taxilane, and Hangar Apron; and pavement markings on all areas receiving surface seal and single coat application on the Main Apron. The voluntary pre-bid conference was held on March 18, 2026, at 11:00 AM via Microsoft Teams. Bids were due on April 1, 2026, at 4:00 PM local time through Oregon Buys with electronic opening via Teams. The contract requires substantial completion within 13 consecutive calendar days of the Notice to Proceed and final completion within 30 calendar days, divided into three phases: Phase 1 (crack seal and asphalt patching, 7 days), Phase 2 (surface seal application, 4 days), and Phase 3 (pavement markings, 2 days). Award will be made to the lowest responsible and responsive bidder on a lump-sum basis.

The project is funded through the Federal Aviation Administration Airport Improvement Program (95 percent federal funding with 5 percent state funds). Contractors must comply with the higher of Davis-Bacon wages or Oregon Bureau of Labor and Industries prevailing wage rates. Previous disadvantaged business enterprise requirements have been suspended pending implementation of updated Department of Transportation regulations, though ODAV maintains a nondiscrimination policy and encourages participation by all qualifying firms. Liquidated damages are assessed at $3,000 per calendar day for failure to meet substantial completion deadlines. Contractors must obtain all required permits not secured by the owner, comply with airport safety and security protocols, and submit a Safety Plan Compliance Document. Construction staking and erosion control plans are the contractor's responsibility, with quantities subject to field verification and potential revision during construction.
