About this file
This is Addendum No. 1 to the Request for Proposals (RFP) issued by the City of Chandler, Arizona, for photo enforcement services under Solicitation No. PD5-918-4922. The addendum, released on September 22, 2025, updates the insurance requirements specified in Exhibit C, specifically modifying the Technology Errors and Omissions Liability coverage requirements including Network Security and Privacy Liability. The photo enforcement program targets red light and speed violations across up to 12 intersections and 48 total approaches, with a five-year contract term and potential for one additional five-year extension. A pre-proposal virtual bidders' conference was held on September 16, 2025, and proposals were due on October 10, 2025, at 4:00 pm local Arizona time.
The addendum removes the previously available $3,000,000 limits option for Technology Errors and Omissions Liability insurance and establishes revised minimum coverage limits based on contract value. For contracts under $500,000, the minimum limits are $3,000,000 per loss and $3,000,000 aggregate. For service contracts over $500,001, the minimum limits increase to $5,000,000 per loss and $5,000,000 aggregate. Additional insurance requirements include $1,000,000 Business/Automobile Liability per accident for owned, hired, and non-owned vehicles and Workers Compensation with Employers' Liability coverage of $1,000,000 per accident and $1,000,000 per employee disease. For claims-made policies, contractors must maintain retroactive dates preceding the contract effective date and provide continuous coverage or an extended discovery period of two years post-completion; for occurrence-form policies, coverage must continue for one additional year after contract termination or three years for claims-made policies.
