STATEMENT OF WORK

Switchboard and Motor Control Center (MCC) Panel Replacement Service 17 February 2026

1.0 Scope. This Statement of Work (SOW) defines the contractual requirements for the removal of one (1) Westinghouse switchboard and Motor Control Center (MCC) panel located in RM 241, and one (1) General Electric (GE) switchboard to include associated Motor Control Center (MCC) panel located in RM 119, and provide customized installation of one (1) Eaton (or equal) switchboard and Motor Control Center (MCC) panel located in RM 241, and one (1) Eaton (or equal) switchboard and Motor Control Center (MCC) panel located in RM 119 located within the ALTESS data center located on site in Radford, VA 24141-1061.

1.1 Background. In the late 1940s, the Army completed construction of a secure subterranean facility designed to offer comprehensive protection for classified operations. This facility was established as an Army-classified site to support a wide range of undisclosed missions, including those connected to foreign conflicts and other critical assignments. Over time, as the Army's operational scope broadened and mission requirements evolved, the facility faced increasing technological, environmental, and logistical demands. This growth necessitated improvements in data storage and processing capabilities, the installation of backup systems, and the expansion of support personnel.

In 1959, the Army relocated ALTESS to the Radford Army Ammunition Plant, selecting the site for its security and its established infrastructure. The facility offered a fully functional, covered, and protected environment suitable for classified military operations.

The existing infrastructure at the ALTESS facility includes General Electric (GE) and Westinghouse switchboards and motor control center (MCC) panels, along with related equipment. These components were installed between 1960 and 1970 and have continued to operate for decades. However, they have now reached the end of their useful life due to outdated technology and the increasing difficulty of sourcing replacement parts. While periodic repairs and partial refurbishments have extended their operational lifespan, the equipment’s age and obsolescence have made comprehensive replacement necessary.

The customized switchboards and MCC panels are specifically designed to be compatible with the ALTESS data center infrastructure, minimizing the risk of operational disruptions and maximizing the reliability of power distribution and control. This compatibility encompasses associated equipment and systems such as; switchgears for routing main power to and from backup generation equipment, facility chiller equipment—including water booster pumps, transfer pumps, well pumps, all hot water pumps, all air handler units, both fresh air intakes—sewer ejection systems, and cooling tower exhaust fans, which support the electrical systems for HVAC and IT cooling. Additionally, the equipment integrates with facility fusing switchboards for all electrical receptacles within the data center. All these systems are tied into the building automation system, which utilizes customized software designed to ensure seamless coordination and unified operation. This integration allows the various components—electrical, HVAC, plumbing, and IT cooling—to function together efficiently, providing centralized monitoring and control that enhances reliability, simplifies maintenance, and optimizes facility performance.
