INTRODUCTION

The Defense Information Systems Agency (DISA) in support of the Department of Defense (DoD) Enterprise Collaboration and Productivity Services (ECAPS) strategy, plans to acquire and implement a secure, seamlessly integrated commercial cloud-based Software as a Service (SaaS) that aligns with the Secretary of Defense memo: "Accelerating Enterprise Cloud Adoption" September 13, 2017 as a replacement for legacy, enterprise information technology (IT) services, such as audio, video, collaboration, email, content management, records management, and an office productivity suite.

The Defense Enterprise Office Solutions (DEOS) is a procurement in support of the DoD ECAPS strategy that will replace the existing DoD Unified Capabilities (UC) efforts and encompass a more comprehensive set of voice, video and data services as the Department moves towards a Joint Information Environment (JIE) (pillar #9 “Establish End User Enterprise Services”). The DEOS commercial SaaS offering will provide the DoD with common enterprise applications and services for joint use across the DoD, standardize baselines, and enable cross Department collaboration at local base/post/camp/station (B/P/C/S), to include deployed and afloat organizations. The DEOS SaaS is intended to be utilized on the Sensitive but Unclassified Internet Protocol (IP) Router Network (formally known as NIPRNet), the Secret IP Router Network (SIPRNet), and Denied, Disconnected, Intermittent, Limited Bandwidth (D-DIL) environments.

In accordance with the DoD Cloud Computing (CC) Security Requirements Guide (SRG), Impact Level 5 Controlled Unclassified Information (CUI) data on the NIPRNet and Impact Level 6 Classified (up to Secret) DoD specific data on the SIPRNet must have the data physically separated whether operating in a DoD private/community or Federal Government community cloud, in either an on-premises or off-premises cloud deployment model.

Note: All requirements listed in this document are classified as either “Threshold” or “Objective”. Threshold is defined as the minimum acceptable value or criteria for that particular requirement, and Objective is defined as the desired goal or condition. The Government understands that various Cloud Service Providers (CSP) may propose additional functionality as part of their Cloud Service Offering (CSO) and does not want to limit potential functionality within the proposed solution.

In addition to the requirements outlined within this document, the CSP will be required to meet all of the requirements outlined in the DoD Cloud Computing (CC) Security Requirements Guide (SRG) for Impacts Level 5 and 6. Depending upon the personally identifiable information (PII) confidentiality impact level (PCIL) value for the PII to be stored in DEOS, as determined using the CNSSI No. 1253, Privacy Overlays (located in Attachment 6 to Appendix F of CNSSI 1253), the CSP will be required to meet the requirements outlined in the DoD CC SRG for the corresponding Privacy Overlay.

1 Core System Requirements Core System Requirements form the foundation of the Cloud Service Offering (CSO) and provide the primary features and functions.
