About this file

This document is an Amendment (Amendment 002) to a Request for Quotation (RFQ) for 13 Pipe Bending Machines, solicitation number 47QSWC25Q0190, issued by GSA/FAS Federal Acquisition Service. The amendment includes a set of Questions and Answers that provide critical technical specifications for the procurement. Key details include: the machines must handle tubes up to 1.5-inch outer diameter with 0.065-inch wall thickness, capable of bending materials like 5052 and 6061 aluminum, 304/321 stainless steel, Inconel 625/718, and titanium alloys. The solicitation allows for a scheduled roll-out of machines to various locations, permits non-US manufactured equipment from Trade Agreement Act (TAA) compliant countries, and will use incremental payments. Quotes are to be submitted directly via email, and no service technician travel will be required for inspection or training.

RFQ47QSWC25Q0190 Pipe Bending Machine General Questions and Answers

1. Solicitation document - +age 2, section H – I cannot check any of the required boxes as the machines we sell, and support are manufactured in Taiwan. Taiwan does not have small business certifications. Does this machine have to be manufactured in America? We are a small business in America that imports, installs, and supports Taiwanese benders.

No, the item/product does not have to be manufactured in the US only. If the prime contractor is a small business and the country of origin is a TAA compliant country, then submission is acceptable, and applicable blocks should be checked.

2. Amendment – Question #1 – States 1” IPS schedule 40. What is the CLR for this?

The CLR is 8”.

3. There is no listing of this 1.315” OD in the 420 Tooling Package PDF. This will be a major factor in determining the machine model needed.

Tube – up to 1.5-inch outer diameter; wall thickness 0.065 inch.

4. What is the material type for the 1.25” and 1.50” OD tubing?

Materials include 5052 and 6061 aluminum; 304/321 stainless steel; Inconel 625/718; commercially pure and titanium alloys.

5. Should it be assumed that the largest OD is for Inconel and titanium? Will also be a major factor in machine model.

Yes.

6. Is all the tooling for round tubing? Yes

7. RFQ packet states inspection at destination, amendment states inspection at Origin.

Yes, at the maintenance facility.

8. Will this solicitation require a service tech to travel to ship to address for inspection, prove out, or training? If so, will they be required to travel to international locations?

No Service Tech will be required to travel.

9. Please clarify if the government requires all 13 machines to be ready to ship at the same time or will this be a scheduled roll out. This makes a difference in terms of manufacturing timeline, shipping quotes and inspection logistics.

This can be scheduled roll-out because they will be shipping to various locations.

10. Please confirm if milestone payments will be applied to this contract. Is this something we need to state in our quotation?

Incremental payments will be authorized. No breakout in pricing is required.

11. Please confirm that the quote can be sent directly to you rather than via ASSIST.

All quotes and supporting documentation will be sent directly to myself via email, only. This is an Open Market solicitation. At the time of the selection of an awardee, then input into ASSIST will be made.
