About this file
This document contains a set of questions and answers related to a draft Request for Proposal (RFP) for the Consolidated Automated Support System (CASS) Family of Testers (FoT) in support of the F-35 Depot and Engine Test Instrument (ETI) modernization program. The draft RFP indicates that the Naval Air Systems Command (NAVAIR) is seeking to purchase CASS FoT parts from a single distributor that can provide multiple original equipment manufacturer (OEM) parts. The draft RFP states that the Lowest Price Technically Acceptable (LPTA) source selection process will be used, and delivery of the parts is required within 60 days after receipt of order. However, the document also mentions that the delivery schedule may be negotiated at the delivery order level, and that the official RFP has been issued, which may contain different terms and conditions. The document provides clarification on deadlines for submitting questions and responses, as well as the applicable version of the FAR 52.212-3 clause.

| Draft+RFP+47QSWC24R0004_FAR+12+Combined-Synopsis-Solicitation.docx | Pages 67 & 68. Section M Page 67 paragraph 2. And page 68 pararagraph 2 | IAW FAR 15.101-2 the lowest price technically acceptable (LPTA) source selection process will be utilized to evaluate contractor proposals. |
Price will not be assigned an adjective rating. Non-price factors will be evaluated separately from price. The award will be to the offeror(s) that provides the “best value” to the government.
| Page 67 indicates that the source selection process is LPTA. Page 68 states "The award will be to the offeror(s) that provides the “best value to the government." Can the Government please clarify whether the selection process is LPTA or Best Value? | LPTA is appropriate where: requirements are well defined; risk of unsuccessful contract performance is minimal; and there is no value, need, or willingness to pay for higher performance or quality. Under LPTA all factors other than cost or price are evaluated on an “acceptable” or “unacceptable” basis. Best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. |
