About this file
This document is an attachment of Questions and Answers for a Purina Dog Food Solicitation (Solicitation Number 47QSSC-25-Q-0022). The Q&A addresses two key inquiries related to Electronic Data Interchange (EDI) and Order Management System (OMS) access for potential contractors. The first question clarifies that winning the Indefinite-Delivery Indefinite-Quantity (IDIQ) contract would constitute becoming a GSA contract holder, enabling access to EDI and OMS portals. The response indicates that OMS enrollment can be completed prior to award by emailing basic contractor information, while EDI access requires contract award and will involve potential upfront costs for both vendor and GSA.
The second question confirms that this specific GSA office does not use eOffer for proposal submission, and vendors should submit proposals as specified in the solicitation documentation. The attachment provides procedural guidance for contractors interested in the Purina Military Dog Food contract, which will be a five-year IDIQ contract with a one-year base period and four one-year option years, focused on specific Purina dog food products with seven associated National Stock Numbers (NSNs).

Attachment J - Purina Dog Food Solicitation Questions and Answers
1. Question: Pertaining to Attachment C – EDI and OMS, it states to access EDI, a contractor must be a current GSA Global Supply contract holder. Would the award of this contract constitute becoming a GSA contract holder which would enable us to start onboarding with the EDI process? Or would this be something separate that we would have needed prior to if this was awarded to our firm to be able to be eligible to access EDI?
Answer: Yes, the award of this IDIQ contract would constitute the vendor as a GSA contract holder. As noted in the solicitation, both OMS and EDI allow access to receiving the awarded contract and resulting delivery orders. However, if you are not currently enrolled in EDI, it will not be possible to do so prior to award. OMS is a simple enrollment process requiring the vendor to email basic information (such as contractor name, POC info, SAM UEI, etc) to the etoolshelpdesk@gsa.gov to get established, which can be done prior to award. The contract specialist will work with the anticipated awardee to help the individual get enrolled into OMS.
Once the vendor is a GSA contract holder, they may request access to EDI. GSA will review the request to determine if it’s necessary. There are upfront costs for both the vendor and GSA to use this system, which will be discussed if the vendor is eligible and wants to proceed.
2. Question: Are proposals usually submitted through eOffer to obtain a contract to be eligible for gaining access to the OMS and EDI portals?
Answer: Other GSA offices like ones for Multiple Award Schedule may use eOffer, but our office does not. Please submit the proposal as indicated in the solicitation.
